The Director of Parks provides the overall administration and evaluation of a comprehensive natural-resource-based park management program incorporating assigned park reservations, outdoor recreation facilities, concessions and special events, in support of Cleveland Metroparks mission of Conservation, Education and Recreation. Plans, staffs and monitors for optimum efficiency and cost-effective operations that enhance facilities and services to the public. Oversees operations pertaining to parks, open space, recreation, buildings, and structures to achieve professionally managed park reservations in keeping with the long-term master planning process. * *
Essential Functions:
Effectively supervises assigned employees, including the following:
Interviews, selects and trains employees;Coaches employees in proper job performance techniques and procedures;Directs work of employees and sets/adjusts hours of work;Maintains records on employee productivity and appraises employees' productivity and efficiency to recommend promotions or other changes in status;Handles employee complaints and disciplines employees when necessary;Apportions work among different employees;Monitors or implements legal compliance measures;Determines the type of materials, supplies, or tools to be used by employees and controls the flow and distribution of materials and supplies; andProvides for the safety of employees and the property of Cleveland Metroparks.Regular and predictable attendance is expected and required. All Cleveland Metroparks employees must be prepared to work flexible schedules, including evenings, weekends, and/or holidays as required.
Provides professional leadership and direction to park management staff for assigned park reservations: Proposes appropriate divisional organizational structure and required staffing levels in reporting relationships; hires, trains, promotes and has authority to recommend dismissal of management-level staff and to oversee hiring, training, promotion procedures of full-time, part-time and seasonal reservation staffs, including technical staff; forecasts future staffing and skills to reflect department needs; and assists with emergency events.
Assists the Chief Operating Officer in the Park District's overall strategic planning process by implementing strategic initiatives pertinent to the future success of Park Operation's services: Oversees responsible allocation and leveraging of resources, i.e., staff, technology, facilities, funds, to increase resources; Integrates resource management into strategic planning and program development; analyzes and evaluates information and situations for problem solving, decision-making and conceptualizing; recommends and verifies effective user regulations, fee structures, park rules and regulations as they relate to operations and maintenance programs; recommends and implements operational policies, procedures and standards.
Plans and coordinates activities of management team(s) in developing goals, objectives and implementation of a comprehensive natural-resource-based program for each assigned area consistent with Park District policies.
Develops and administers assigned divisions' annual budgets and work programs which identify goals, objectives and strategies designed to assure the optimum utilization of financial resources. Provides leadership and policy direction to management staff in development of budgets and work programs. Participates in the preparation of capital equipment and project budgets, as well as operating budget for assigned reservations and department.
