  The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO), is actively seeking qualified candidates to fill the role of Director of IT Governance/Portfolio (DOT Executive VI). The Director of IT Governance/Portfolio is responsible for establishing and maintaining effective governance frameworks, ensuring strategic alignment, and managing the IT portfolio to optimize investments and drive organizational success. This key leadership role assesses the potential impact of risks, costs, customer benefits and overall probability of success for future projects. The incumbent will work closely with senior leadership, project managers, and business stakeholders to implement and enforce IT governance standards. This position provides leadership and tactical direction on the application of technology in support of transportation services to the State of Maryland.

  This position reports directly to the Chief Information Officer.

  Some of the essential duties of the Director of IT Governance/Portfolio include, but are not limited to the following:

  Manage all enterprise projects, ensuring alignment with organizational goals.

  Create and implement IT governance frameworks for effective decision-making and risk management.

  Collaborate with executive leadership and maintain strong relationships with key stakeholders.

  Oversee the IT project portfolio, aligning initiatives with MDOT's strategic goals.

  Manage the IT budget, ensuring optimal resource allocation and regulatory compliance.

  Identify and mitigate IT-related risks, monitoring key performance indicators for effectiveness.

  Assist in developing IT policy and strategy, ensuring alignment with MDOT goals.

  The current vacancy exists at MDOT TSO, Office of Transportation Technology Services, which is located in Hanover, MD. (Anne Arundel County).

  Qualifications

  PREFERRED QUALIFICATIONS:

  Education: A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

  Experience: Five (5) years of experience in managing multiple IT projects or programs including workload/resources management, staff/personnel management, creating and managing project budgets, and identifying key project indicators. Two (2) years of this experience should have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

  The ideal candidate will possess:

  In-depth understanding of project and portfolio management, budget, and financial tracking.

  Capability to establish and construct efficient governance frameworks.

  Proficiency in crafting and sustaining technology roadmaps.

  Strong capability to mitigate risks, and develop and enforce policies.

  Ability to integrate agile methodologies

  Strong leadership and mentorship within the IT governance and portfolio domain.
