About Director of Internal Controls

  The mission of the Department of Developmental Services (DDS) is to create, in partnership with others, innovative and genuine opportunities for individuals with intellectual and developmental disabilities to participate full and meaningfully in, and contribute to, their communities as valued members. TheDirector of Internal Controlsworks to establish program integrity as a top priority to provide consistent oversight and ongoing evaluations of Department programs, policies, and procedures. The Director Internal Controls receives general guidance and direction from the DDS Chief of Staff and reports orally and in writing at daily and weekly meetings to review progress and is evaluated through MassPerform. Externally, DDS is subject to audits and oversight by the State Auditor, Comptroller, Office of the Inspector General and the Executive Office of Health and Human Services. Modern management, administrative skills and experience, and the ability to work independently with minimal guidance are a hallmark of this position. In performing the internal control responsibilities, the director evaluates all aspects of the Department’s business including accounting, systems, operations, program management, providers and contracts; determines compliance with law, regulation, contract, policy and procedure; conducts internal audits, identifies weaknesses and facilitates remedial actions; and proposes business, policy, procedure and systems improvement and advocates for legislative and regulatory change to more effectively administer the Department’s $3 billion budget. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Directs and exercises an efficient system of control through the development and implementation of procedures; establishes internal communication strategies; coordinates working relationships; responds to inquiries; provides annual internal controls plan; ensures collaborative problem solving and decision-making processes are utilized to maximize the effectiveness of priority initiatives; ensures appropriate reporting and records management; monitors the progress, risk and quality of all aspects of the development and implementation of policies and procedures. * Develops and implements reporting policies and procedures to report to management on the status of outstanding findings and corrective action plans; provides summaries to assure management satisfaction with internal activity, follow-up and resolution; determine the adequacy, effectiveness and timeliness of action taken by management on reported findings and recommendations. Reviews the suitability of internal control design. * Acts as a liaison between DDS business units and EHS IT. Manages IT infrastructure projects to better support the transition to the modern workplace. * Develops internal audit methodologies, utilizes data to identify triggers for internal audits, develops a representative sampling method to ensure internal audits are conducted on areas of potential risks. Documents results and track audits. * Advises the Commissioner and DDS senior management in deciding policy, program, coordination, and management issues; prepares position papers on internal controls policies and procedures and implementation issues and strategies; recommends DDS internal controls priorities, policies, and strategies; represents DDS on EHS workgroups and special projects; interacts with representatives of state and federal oversight agencies, legislators, and the general public. * Collaborates with reviews, audits and investigations performed by external agencies including the Office of the Inspector General, the Attorney General’s Office, the State Auditor’s Office, the Disabled Persons Protection Commission, and Law enforcement. * Other duties as assigned, including but not limited to, fielding, documenting, and routing the DDS fraud and theft hotline calls; design and implement fraud awareness training program for all DDS staff. Preferred Qualifications:// * Knowledge of federal and state laws governing DDS programs and functions and business practice improvement strategies. * Knowledge of principles and practices of program management, operations, systems, accounting, procurement and contracting as it pertains to DDS. * Ability to work collaboratively within or outside the Department of Developmental Services. * Ability to identify a problem or opportunity and take action to address current or future problems and opportunities; analyze and determine the applicability of program data, draw conclusions and make appropriate recommendations. * Ability to influence decisions, persuade, convince, influence, and gain the buy-in of others. * Ability to work under severe time constraints. * Expertise in effectively implementing change management. * Ability to understand and leverage authority and influence relationships within an organization. * Ability to identify success and barriers related to policy implementation. * Ability to work effectively with others to resolve policy and/or operational conflicts; able to build and/or maintain friendly, reciprocal, professional relationships, and networks of contacts. * Demonstrated ability for in-depth and applied administrative, accounting, investigative, auditing and business operations experience with an emphasis on planning, public administration, systems, and regulatory and contract compliance. * A capacity to utilize the departments various information systems to obtain and analyze data. * A good understanding of the operation of federal and state government and private non-profit agencies which provide services to the public. * Excellent organization and communication skills. * An interest in supporting human services agencies to provide effective services in a fiscally prudent manner. * A bachelor’s degree or higher in Business or Accounting. * A minimum of 10 years of Experience in internal accounting, auditing, and administration in both public and private organizations * A minimum of 5 years of experience in senior management. _About the Department of Developmental Services:_ The mission of the Department of Developmental Services (DDS) is to create innovative and genuine opportunities for individuals with intellectual and developmental disabilities including Autism Spectrum Disorder to participate fully and contribute meaningfully to their communities as valued members.
