The Director of the Office for Equity and Inclusion (OEI) will play a vital role in strategically planning for and obtaining legislative, stakeholder, and organizational support for advancement and implementation of the equity and inclusion strategic priorities. This position aims to foster an environment that embraces and values diversity, eliminates systemic barriers, and ensures fair and equitable opportunities. The Director is responsible for directing and managing the activities of the office by providing oversight and direction to four direct reports, two supervisors, a data analyst, and a policy lead. The office which the Director would lead conducts business to enhance understanding of equity and inclusion principles, develop comprehensive strategies, and implement programs that promote collective access, diversity, inclusivity, and equity in state policies, practices, and services. Through collaboration with key stakeholders, executive team, directors, and staff of DHS, the role will be working directly with senior leadership in setting strategy for creating more equitable outcomes for DHS. The incumbent will be responsible for creating enterprise-wide outcomes.
Responsibilities include, but not limited to the following:
Provide leadership for the Office for Equity and Inclusion. The Director will manage operations and budgets of the office, develop, and implement a strategic plan utilizing the office’s resources to help DHS become an antiracist and equitable agency.
Supervising staff, provide guidance and resources, to ensure they can effectively perform their assigned duties and achieve the objectives of the office.
Collaborate and work with Equity Directors to ensure that DHS policies are equitable and antiracist. Oversee implementation and training of policy writers to assure the impacts are equitable and antiracist. Work with applicable leadership and policy owners to measure impacts and improve policy and procedure. Support and empower leadersip in the development and implementation of Diversity, Equity, Inclusion, Access & Belonging skills.
Represent the Office for Equity and Inclusion and the Assistant Commissioner/Chief Equity Officer across the agency and with external groups.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead.
Completion of a leadership program (e.g., ELI, L4).
A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include:
1+ year of experience identifying issues, goals, and strategic actions.
100+ hours per year time commitment
AND
Five (5) years of specialized professional experience administering a DEI/Antiracism program within an organization at the policy level demonstrating the following:
Broad knowledge of diversity, equity, inclusion, belonging, antiracism and change management principles.
Human relations skills, manage programs, staff, budgets, and processes.
Experience with continuous improvement tools and methodologies to lead and/or assist teams in continuously analyzing, improving, and monitoring processes over time.
Understanding of theory and practices of equity and antiracism analysis.
Experience drafting policy and training others on analyzing policy through an equity lens.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Understanding of the legislative process.
Organizational management and continuous improvement skills to track and measure desired outcomes.
Experience measuring effective of trainings and other initiatives.
Project leadership experience to lead meetings and provide clear direction to program staff.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding.
