  The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities.  CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description The Director of Community Resources is responsible for compiling and ensuring execution of comprehensive plans, goals of all Community Resource activities and programs. The Community Resources programs currently include Benefits Access Mobile Unit, Community Health Workers, and CRC outreach teams. The Director will be charged with creating strategy, developing standards and operational modifications for the teams they supervise. Regular monitoring reports and internal and external weekly reports are the responsibility of the director. 

  This position is part of the Place-Based Initiatives unit and is responsible for identifying best practices to be used across the broader organization. This team provides focused one-to-one support related to individual needs identified through community engagement process or participation in CEO-funded programs; connects individuals to benefits and resources that seek to improve individual health and/or social determinants of health. 

  Essential Functions

  Plan, create and execute comprehensive community resourcing projects for a variety of internal and external stakeholders. Strategic planning and oversight including creation of staff goals, weekly reports tracking progress to goal, and training designed to support all staff meeting weekly goals. Preparing and submitting periodic reports on program activities and achievements and on progress toward overall goals; develops and prepares comprehensive and special program plans. Prepares or participates in the preparation of various reports to federal and state funding agencies. Attending and conducting meetings with health officials to discuss problems and policy issues. Other duties as assigned.  Competencies, Knowledge, Skills and Abilities

  Experience with coordinating outcome data. Strong understanding of data driven work and analytics. Experience in managing programs, including supervising staff and ensuring program impact. Strong interpersonal skills and ability to work with senior level decision makers and elected officials. Excellent oral and written communication. Critical thinking and problem-solving skills. Ability to create and oversee the implementation of realistic action plans. Ability to anticipate and meet deadlines, understanding of Philadelphia’s diverse communities. Proven success managing a team in high stress environments. Strong leader with a proven track record of success. Proven project manager. Training and/or facilitation experience. Ability to demonstrate flexibility and exercise sound judgement. Complex problem-solving skills are essential. Detailed oriented. Ability to learn quickly. Proficiency in creating realistic action plans. Ability to anticipate and meet deadlines. Ability to support staff and model best practices.  Work-Life

  Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired

  Qualifications Four year college degree, Master’s Degree preferred; equivalencies in formal advanced degree and experience.Previous work in non-profit or public sector is ideal. A strong community engagement background is a plus. (6) years of progressive management experience required; (2) years must be in a senior level managerial capacity.  Supervisory Responsibilities

  Salary Range: $80,000 - $95,000

  *The successful candidate must be a city of Philadelphia resident within six months of hire

  Effective May 22, 2023, vaccinations are no longer required for new employees that work in non-medical, non-emergency or patient facing positions with the City of Philadelphia.
