The Managing Director’s Office (MDO) manages and oversees the operations of the City, including the Rebuild Office, which is a staff exclusively working on the implementation of the Rebuild initiative.
Rebuild is an initiative of the MDO to improve physical conditions in selected parks, recreation centers and libraries. Rebuild is expected to invest hundreds of millions of dollars over the course of the initiative. In addition to revitalizing neighborhood public spaces, Rebuild is focused using the projects it funds to empower and engage with community members and to promote economic opportunity for diverse businesses and individuals. Rebuild projects are carried out by a variety of partners, including consultants, nonprofit partners, and other City agencies. Rebuild works closely with the Philadelphia Parks and Recreation (PPR), the Free Library of Philadelphia (FLP) and other City departments.
Rebuild places a strong emphasis on community outreach and engagement, diverse business participation and workforce development. It is important that residents have voice in how their community facility is improved and that diverse businesses and individuals are given opportunities to work on Rebuild projects in order to strengthen and expand their fields of expertise.

Job Description The Grants Manager will be responsible for compliance on Rebuild contracts from state and federal agencies, including but not limited to RACP, DCNR, DCED, and HUD, to ensure that Rebuild is in position to collect all reimbursable grant dollars. The Grants Manager will function as a project manager and work cross-departmentally with Rebuild’s Finance and Design & Construction teams as well as the City’s Law Department on the development and implementation of grant compliance processes. The position reports to the Director of External Affairs.
This position is entirely grant-funded and exempt from City Civil Service requirements.
Essential Functions
Serve as the lead project manager and point of contact for grant stewardship and compliance within the Rebuild team and to external funders and partners
Manage a portfolio of grants from public and private sources.Manage compliance process with grant requirements and conditions.Prepare required grant reports. Manage the grant reimbursement process and collaborate with colleagues in Finance and Design & Construction as needed on this processCollaboratively develop new, sustainable compliance processes as needed with Rebuild staff, City departments, and Rebuild external partners Competencies, Knowledge, Skills and Abilities

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
