  Reporting to the SVP, Head of Government Relations and External Affairs, the Director for Federal Government and External Affairs will be responsible for representing the company’s interests before the U.S. Government (Congress, Executive Branch, and Federal Agencies) and key third parties (trade group associations, think tanks, and other external groups). Candidates will have a track record of responsible decision-making and success in a Government Affairs function, possessing a demonstrated and clear reputation for excellence and integrity in the government affairs community. Works collaboratively with all departments and lines of business to provide strategic guidance for achieving corporate goals and objectives. This position will promote a collaborative work environment with colleagues across AmeriHealth Caritas’s Government and External Affairs team, helping them to leverage each other’s strengths and build and maintain a strong network of relationships with policymakers.

  The incumbent will leverage expertise and relationships with governmental and industry stakeholders to achieve AmeriHealth Caritas’s goals, including identifying opportunities for leadership team to be strategically involved in health care issues at the federal level. The candidate will have strong relationships with key elected officials, federal officials, staffers, and policymakers, and will assist the SVP, Head of Government and External Affairs in designing, implementing, and coordinating the company’s strategic direction as it relates to advocating on policy priorities before U.S. policy makers, third-party allies, and industry partners on specific, high priority initiatives. Lead in developing and implementing federal political engagement activities.

  Major Responsibilities:

  Represent AmeriHealth Caritas before Congress and key federal agencies. Cultivate and maintain strong working relationships with key external stakeholders (Congress, U.S. Administrative and regulatory agencies, trade associations, and third-party influencers) to enhance advocacy efforts.

  Manage federal government relations staffer(s).

  Advocate for AmeriHealth Caritas’s positions on legislative and regulatory issues with legislators, agency staff, and other stakeholders.

  Establish trusted relationships with key internal business partners and the CEO and executive leadership team.

  Leadership role in the federal regulatory process, including overseeing government relations, policy, advocacy strategies, and coordination with internal partners such as the Regulatory Compliance team.

  Ensure the best interests of AmeriHealth Caritas will be represented through management of HHS engagement, including CMS, CMMI, CMMC, and OIG.

  Lead in the development and implementation of effective advocacy strategies for key business priorities requiring advocacy in the U.S. Ensure the Company is among the leading voices in public policy debates affecting its interests and businesses.

  Coordinate advocacy efforts effectively with colleagues in a high-performing, collaborative team environment. Help manage outside consulting, external allies, and trade association resources to achieve legislative and regulatory goals.

  Manage internal cross-functional teams on specific federal issues to advance proactive and defensive strategies.

  Work with policy and internal business stakeholders to evaluate proposed legislative and regulatory issues, and when appropriate provide feedback to Congress and regulatory agencies before language is finalized.

  Deliver timely communications to internal partners regarding regulatory, legislative, and policy developments that could impact the business to ensure an opportunity to influence outcomes. Executive-level writing and communication skills are essential.

  In conjunction with PAC Manager, will develop political giving plans and manage activities related to federal fundraising in alignment with AmeriHealth Caritas priorities.

  Direct and assist with the research and analysis of legislative and regulatory issues.

  Manage or support special projects and task forces to further AmeriHealth Caritas’s advocacy efforts.

  Provide support as needed to fulfill AmeriHealth Caritas’ overall objectives and goals.

  Education/ Experience:

  Education is preferred or equivalent work experience.

  10 or more years of relevant government affairs experience; the incumbent will have expert familiarity with Congress and/or the Executive Branch. Candidates’ experience would ideally include exposure to policy and legislative activities specific to Medicaid, Medicare, Pharmacy, and other healthcare issues.

  Experience as a senior government relations specialist with a company, nonprofit, or applicable trade group is preferred. Congressional, agency, and/or White House experience is required.

  Proven track record in developing and executing successful government relations strategies and plans.

  A team player with a proactive approach to people and issues management. Must partner with others across the organization with candor and transparency.

  An understanding of substantive policy issues in healthcare.

  Deep functional experience in government and public affairs, with proven relationship and coalition-building skills.

  A thorough understanding of the legislative and executive policymaking process, including an understanding of the roles and decision points in the legislative and executive bodies, as well as the role of think tanks, associations and related organizations.

  Significant political relations expertise, including exceptional contacts with House and Senate leadership and Committee Chairs. Strong bipartisan House and Senate contacts are also needed across specific committees of jurisdiction related to healthcare.

  An ability to effectively interact with business clients, including executive leadership and senior management; able to effectively influence and manage key relationships with a keen focus on collaboration and open communication.

  Ability to deliver timely, executive-caliber written and verbal communication to the Office of the CEO, Executive Leadership, and other senior business partners across the enterprise.

  Strong analytical and problem-solving skills, with the ability to assess complex policy issues and provide strategic recommendations.
