  Job Description

  The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking aDiabetes Program Manager (Executive Officer 2).

  This position is responsible for the overall performance of the Diabetes Program which includes prevention and management-related work. The Program Manager is responsible for meeting facilitation, project planning and implementation, and establishing programmatic goals.

  Responsibilities include assuring that all reports, plans and budgets are completed according to requirements. This position is responsible for assuring overall compliance with state and federal guidance and requirements. This position will use evidence-based and promising practices, and will assure that data is used for planning and evaluation of programming. Developing subject matter expertise and presenting information to a range of stakeholders on diabetes-related programming (Diabetes Self-Management Education/Support, Diabetes Prevention Programming and Chronic Disease Self-Management Programming) is expected.

  This position will also lead and facilitate programmatic site visits and fidelity checks with programs, contractors or its funding entities. The Program Manager will serve as backup administrator for Diabetes Self-Management Education and Support Services and certification and processes related to Chronic Disease Self-Management program administration. The position is also responsible for leading the development and management of contracts, amendments, reporting formats and claims to support programmatic service procurement. It is also responsible for preparing and managing the execution and monitoring of contracts, invoices and claims, and for guiding program-related policy implementation. This position will assure Administrative Rules and program-related policies are current and reflective of published standards.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

  2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

  3) All of the following (a, b, and c):

  a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
