Summary Prisoner Operations Division, Lovejoy, GA. The selectee of this position serves as a Detention Contract Monitor. You will be responsible for ensuring compliance with USMS detention and transportation contracts, including applicable detention standards. Work is primarily performed within detention facilities housing USMS prisoners. Responsibilities As a Detention Contract Monitor at the GS-1101-11 level, some of your typical work assignments may include: Reconciling vendor invoices to ensure that funds are properly obligated, certified, and paid. Reviewing technical proposals for detention and transportation services that are submitted for award consideration. Preparing contract monitoring and other reports in accordance with organization policies and procedures. Monitoring the conditions of confinement for prisoners to ensure compliance with applicable detention standards. Developing contract monitoring instruments by reviewing contract terms and detention standards. The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity. At least one year of full-time specialized experience at or equivalent to the grade GS-9 in the Federal Service performing duties which include at least three (3) of the following: 1) Reviewing detention and transportation service contracts and planning, and coordinating reviews for contract compliance; 2) Monitoring the conditions of confinement for prisoners; 3) Reviewing vendor policies and procedures to ensure compliance with contracts;4) Assisting leadership with determining areas of non-compliance and ensuring corrective actions are taken to improve compliance and detention standards; 5) Implementing contract terms and detention standards using contract monitoring instruments. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related.
