Summary This position serves as the Shared Service Unit (SSU) Supervisory Human Resources Specialist (ER/LR). The incumbent is responsible for providing Employee Relations/Labor Relations, Performance Management, and Drug-Free Workplace for the Network. Responsibilities This position is a temporary detail NTE 1 year. This temporary detail could become permanent without further announcements. As the Shared Services Unit (SSU) ER/LR Supervisory Human Resources Specialist, the incumbent is responsible for managing and delivering employee relations/labor relations, performance management and drug-free workplace for the Network. Major duties of the position include, but are not limited to: Plans work and carries out activities to manage employee/labor relations for an integrated healthcare network. Developing guidance, procedures, and standards for new and/or changing program areas to maximize personnel management support. Provides technical guidance, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial employee labor relations issues regarding employees in a wide variety of occupations, including Title 5 General Schedule (GS) and Wage Grade (WG), administrative and clinical, and Title 38. Directing, coordinating, and overseeing the work of subordinate employees within the VISN Shared Services Unit (SSU). Developing performance plans and evaluating subordinate supervisors and serving as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors. Executing the Network consolidated HR team toward meeting the organization's vision, mission, and goals. Ensuring the program delivers a comprehensive training and development services to fully meet the needs of internal and external customers. Researching HR laws, policies, regulations, and reference materials; analyzing information; selecting the appropriate approach; and recommending corrective action. Serving as the subject matter expert on regarding policies and procedures pertaining to Disciplinary Appeals Boards (DAB), Office of Whistleblower and Accountability Protection (OWAP), Office of Inspector General (OIG), Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunity Commission (EEOC), among others. Represent management at arbitrations and in situations involving proceedings before other third parties, as appropriate. Performs other related duties as assigned. This is for a Detail NTE 1 Year. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Planning and carrying out short and long range projects and studies to identify and resolve problems pertaining to various HR program areas; Identifying and integrating internal and external HR program issues affecting the immediate organization, such as those involving advising on employee and labor relations considerations; Analyzing HR programs to determine the needs of the VISN; Obtaining necessary information through site visits, reports, review of known or suspected problem areas, and other appropriate sources; Overseeing and collaborating to provide authoritative management advisory services including defining issues, determining applicable precedents, laws, or regulations, identifying the most effective approach, and validating the correctness and propriety of the actions taken. OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience and skill in applying, laws, Executive Orders, regulations, policies, collective bargaining agreements, concepts, and various HR policies, practices, procedures, and management controls of the employee and labor relations functions in a regionalized operation sufficient to: provide comprehensive employee and labor relations services; coordinate with and advise supervisors and managers on technical issues involving disciplinary actions, adverse actions and all other relevant corrective actions; drafting formal notices compliant with regulations and procedures. Education Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
