Design and Project Management Bureau Chief:The Construction and Facilities Management Office (CFMO) is seeking a Design and Project Management (DPM) Bureau Chief to manage the DPM Program for the Department of Military Affairs. The Construction and Facilities Management Office is responsible for the construction, operations, maintenance, and repair of facilities and training areas for the Montana Army National Guard (MTARNG.) The Design & Project Management Bureau Chief is responsible for developing and managing the design and construction section programs, policies, procedures and budget; administering construction and consultant contracts, operations, and projects; and ensuring compliance to federal and state laws and regulations while executing the federal and state budgets in an efficient, timely and cost-effective manner. The position reports to the Deputy Construction and Facilities Management Officer and is responsible for supervision of five full-time employees. Responsibilities: * Supervise and manage the state Design and Project Management program in conformance with federal, state, and local rules and regulations. * Supervise architects, engineers, construction specialists and other personnel engaged in a variety of work directly related to maintaining and constructing facilities for the MTARNG . * Interpret and direct the implementation of federal, state, local and army policies, regulations, statutes, and directives. * Direct the development and implementation of the DPM program budget inclusive of Military Construction. * Selection of architects and engineers for design and service contracts; administration of design and construction contracts including advertising, bidding, awarding of contracts and project management; and budget execution including proper allocation and obligation of federal and state funds. Must have demonstrated ability to work with and engage in diverse working environments within and outside the Department of Military Affairs. Minimum Qualifications: * Master’s degree in engineering, architecture or related field. * Five years of dedicated engineering and project management job-related experience. * Three years of senior-level management experience. * Other combinations of education or experience may be substituted. Preferred Qualifications: * A licensed engineer or in process of obtaining license. * Knowledge of federal and state construction law. * State legislative experience. * Knowledge of the principles and practices of the architectural and civil, structural, mechanical, and electrical engineering fields as well as project administration, contract administration, construction administration principles and leadership.
