  Position Information

  The Office of Title IX, Equal Opportunity & Affirmative Action (Title IX/EOAA), within the Chief Compliance unit, is dedicated to promoting and integrating the principles of equal opportunity, affirmative action, and inclusive excellence at UC Riverside. Title IX/EOAA strives to exceed legal requirements in protecting the civil rights of those who live, study, and work at UCR. As part of the Chief Compliance unit, the Office promotes a respectful, "speak-up" campus culture in which retaliation is not tolerated. Title IX/EOAA leads the campus's efforts to prevent and respond to all forms of sexual violence and harassment under the UC Policy on Sexual Violence & Sexual Harassment (SVSH Policy), and coordinates campus affirmative action programs and Clery compliance. The Deputy Title IX and Civil Rights Officer reports to the Assistant Vice Chancellor (AVC) and supports the programs and functions of Title IX/EOAA. The position serves as the campus Deputy Title IX Officer, performing delegated Title IX Officer functions under the SVSH Policy and serving as the Title IX Officer in the AVC's absence. The Deputy provides leadership, guidance, advice, and advocacy on a wide range of issues requiring independent judgment, organizational skills, and diplomacy. The position oversees case intake and resolution, as part of a team, conducting intakes and assessments of reports made by faculty, students, and staff and, as assigned, resolving complex or high-profile matters. The Deputy Title IX and Civil Rights Officer supervises complaint resolution officers including providing oversight of investigations and ensuring deadlines are met. The position promotes equal opportunity and affirmative action programs including through leadership of committees and case management teams and conducting training and education programs.

  The salary range for the Deputy Title IX and Civil Rights Officer is $107,200 - $207,200 annually. The expected pay scale for this position is up to $141,216 annually. We base placement within these ranges on the individual's qualifications as they relate to this position.

  Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a condition of employment, you will be required to comply with the University of California Vaccination Program Policy.

  Bachelor's degree in related area and/or equivalent experience/training. Required

  Previous supervisory/managerial experience. Preferred

  J.D. or other terminal degree in a related field Preferred

  AWI-CH (Association of Workplace Investigators Certificate Holder) Preferred

  CCEP (Certified Compliance & Ethics Professional) Preferred

  ATIXA certification Preferred

  Experience

  Experience Requirement

  Experience investigating sexual harassment or equivalently sensitive allegations in an empathetic and confidential manner Required

  3 years of experience resolving civil rights complaints (Title VI, Title VII, Title IX, ADA, etc.) Preferred

  Relevant experience at an institution of higher education or a civil rights enforcement agency (e.g., EEOC, OCR, California Civil Rights Department) Preferred

  8 - 13 years of related experience. Required

  Minimum Requirements

  Advanced knowledge of federal and state laws and regulations, case law, and guidance related to sexual harassment in the educational and employment setting.

  Applies sound principles and standards in completing highly complex and technical assignments.

  Expert knowledge of the complexities of sexual harassment, including sexual violence, in the postsecondary setting.

  Excellent interpersonal skills to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.

  In-depth and demonstrated knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports.

  Excellent skills in presenting information in a thorough and complete manner.

  Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues.

  Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally-competent manner.

  Excellent skills in complex decision making on critical issues.

  Ability to communicate complex information to all levels of management and administrators in a clear and concise manner both written and verbal.

  Demonstrated written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener.

  Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).

  Preferred Qualifications

  Expert knowledge of University ethics and compliance policies, procedures and programs. Demonstrated grasp of ROI concepts.

  Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

  Ability to provide effective supervision of a specific program within the ethics and compliance functions.
