What You Will Do
Join our world class team! The Logistics Division is seeking an enthusiastic and ambitious Operations Manager to serve as the Deputy Division leader for the Logistics Division. The Logistics portfolio is comprised of 10 groups, including Craft Central Shops; Heavy Equipment Roads and Grounds; Materials Management; Property Management; Craft Training; Modernization, Systems and Subcontract Management; Packaging and Transportation; Warehouse and Salvage Operations; Operations Support; and Field-Work Execution Superintendents. This candidate will report directly to the Logistics Division Leader and is responsible for managing the day-to-day operations of all Logistics operations, personnel and services site-wide.
The Operations Manager will provide operational leadership and management of the assigned technical and operational portfolios which require multidisciplinary integration across multiple organizations through a matrixed management structure. The position will include but not be limited to:
Identifying infrastructure investment needs to meet mission capacity and growth.
Supporting implementation of work execution strategies for site wide needs to include self-perform and subcontracting, typically through the maintenance and capital projects.
Working with internal customers and external stakeholders, including Union representatives, to understand changing needs and facilitate mutual success.
Improving safety and safety culture and increasing operational formality by bringing the right expertise together to encourage organizational learning, better understanding of customer and stakeholder needs, and enabling simultaneous excellence to deliver on the national security mission.

Minimum Job Requirements:
Technical Leadership
Demonstrated leadership and management oversight in an operations organization including technical direction, program execution and good business practices/judgement. Demonstration of effective leadership, including mentoring, building consensus, customer support, and effectively resolving conflict. Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management. Broad range of experience in evaluating, planning and advocacy to gain support to implement solutions.
Technical Excellence
Demonstrated knowledge in implementation of work management including conduct of operations, training and qualification, Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs. Knowledge of facility, laboratory, logistics, utility and transportation infrastructure and operations for the assigned portfolio. Broad range of experience in managing the interface(s) with programs, projects, and responsible line management to ensure performance and monitor/track cost, schedule, and progress against milestones.
Personnel Leadership
Demonstrated advanced knowledge of and experience in all aspects of personnel management, including but not limited to forecasting and budgeting, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and recognition. Strong background in identifying potential operational risks, implementing issues management including developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the assigned portfolio. Broad range of experience in implementing and enforcing all Laboratory and regulatory guidance and governance specific to the assigned portfolios, or non-DOE equivalent, while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Demonstrated excellent customer service philosophy.
Communication & Collaboration
Excellent interpersonal, oral, and written communication skills. Experience interfacing with internal leadership, external stakeholders, and public officials. Demonstrated experience in effective decision-making and creative problem solving. Strong background in exercising responsibility for direct reports including drawing upon deployed staff from line organizations to manage large, multidisciplinary teams in planning, tracking, and execution of program/project plans. Broad range of experience directing the integration of significant, unique, and/or complex program/project work with other Laboratory or non-DOE equivalent priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
Education/Experience: Position requires a bachelor's degree and 12 years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree may be expected.
Desired Qualifications:
Knowledge of LANL conduct of operations conduct of maintenance, conduct of engineering, and quality assurance programs Knowledge of Labor Management and Collective Bargaining Agreements.
Demonstrated experience implementing DOE/NNSA requirements.
Demonstrated experience leading projects for large institutions like Los Alamos National Laboratory.
Demonstrated experience in successfully developing, planning, and managing technically complex projects and operations.
Demonstrated experience in implementing, enforcing, and providing guidance for governmental regulations related to technical and operational work of assigned portfolio(s).
Demonstrated experience in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
Knowledge of government and environmental regulations affecting operations management in a DOE/NNSA site.
Demonstrated experience in interfacing effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.
Excellent oral and written communication and presentation skills.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
