  DEPARTMENT: Emergency Management

  GENERAL SUMMARY: Assists the Director of Emergency Management in emergency management program oversight relating to all aspects of emergency preparedness, response, recovery, mitigation activities, and continuity of governmental services in accordance with the provisions of the Pennsylvania Emergency Management Code, Title 35, as well as other applicable federal, state, and county laws, directives, polices, and procedures.

  ESSENTIAL DUTIES AND RESPONSIBILITIES:

  Oversees all programs and duties assigned to the Planning Specialist relative to PA Act 165 of 1990, the Federal Emergency Planning and Community Right-to-know Act (EPCRA) and the Comprehensive Emergency Response, Compensation and Liability Act (CERCLA). 

  Acts as the primary contact and subject matter expert (SME) relative to PA Act 147 of 1984, the Radiation Protection Act.  Coordinates all planning, training, exercises, response and recovery relative to radiological hazards that may be attributed to any of several nuclear power plants, transportation incidents, fixed sites or terroristic acts.  Participates in meetings with adjacent and regional counties, state and federal agencies to ensure a consistent plan is developed and maintained to deal with radiological and nuclear threats.

  Along with the Director of Emergency Management, participates fully with the regional task forces established under PA Act 227 of 2002, the Counterterrorism Planning, Preparedness and Response Act.  The regional group's actions and programs are driven by emergency management staff from each county, with the goal of providing broader capabilities by leveraging resources and available grant funding across a wider area than would be practical within a single county. 

  Participates in the five (5) year re-write of the Hazard Mitigation Plan, as well as each annual review and update.  Working with the regional task force and local partners, over the course of several months, conducts a county level Threat and Hazard Identification and Risk Assessment (THIRA) for roll-up into a regional document to provide understanding of the local level threats, hazards, and risks. Coordinates and manages the Stakeholders Preparedness Review (SPR) to assess the County's current capability levels against the targets identified in the THIRA to determine if capabilities were lost, sustained, or built.

  Provides liaison, emergency planning and operations assistance to other government agencies, political subdivisions, business and industry, local emergency services, special needs facilities and the public. Oversees the program to recruit, train, educate and retain local coordinators and additional volunteer staff within the 67 municipalities.  Provides outreach to both local coordinators and elected officials on matters of training, certification, planning and mitigation to provide support and coordination in anticipation of, during, and in the aftermath, of a disaster.  Represents the office on a variety of committees, councils and boards applicable to emergency management.

  Activates and directs the functions of the Emergency Operations Center when assigned by higher authority. Institutes the appropriate procedures from the County Emergency Operations Plan.  During an EOC activation, acts as the EOC Manager, supervising County personnel, support agency and volunteer staff.

  Assists the Director of Emergency Management in the daily operations of the Emergency Management Agency, providing guidance to the staff, including volunteers. Augments resources in activities associated with emergency response preparation, recovery and mitigation, training and operations.

  Assists in establishing procedures for work accomplishment, insuring compliance with Federal, State, and other regulations, rules and requirements. Develops and guides periodic updates to the Schuylkill County Emergency Operations Plan. Coordinates the promulgation of the plan and assoc ated non-public portions with each local municipality and related external agencies and organizations. Ensures accomplishment of local action items by working with police, fire, medical, and other personnel involved in emergency response to improve service, soliciting cooperation and assistance in effecting same; responds to questions for information and assistance from such personnel and/or agencies; meets with and addresses civic groups and other organizations about general or specific County emergency management programs.

  Makes recommendations to the Director of Emergency Management and senior County leadership regarding emergency services operations and all plans for activities during declared disasters. Provides guidance to county and local officials in developing plans for the coordinated application of personnel, facilities and equipment to mitigate or address emergency or disaster conditions. Responsibilities include the incorporation of private sector resources in these efforts.

  Trains and drills all elements of the organization and its support groups in an effort to better prepare for all hazards.

  Working with the Deputy Director of Administration, ensures the various grant applications accurately reflect the program and better prepare the County through the acquisition of equipment, training resources or development of exercises.  

  Required to staff the County Emergency Operations Center (EOC) during emergency activations and to work non-business hours during emergencies. Required to provide 24 hour on-call coverage, rotating on a weekly interval with other available personnel.

  Supervises the daily work of the Planning Specialist.

  JOB SPECIFICATIONS:

  Education/Employment: Any combination of education and experience which indicates possession of skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is completion of five to seven years of college level coursework and/or specialized training and experience in the field of emergency management.

  Thorough knowledge of Emergency Management laws and regulatory guidelines, e.g., PEMA and FEMA, Title 35 Emergency Management Code, PA Act 165 Hazmat Planning and Response Act, PA Act 147 Nuclear Power Plant Emergency Response, PA Act 227 Counterterrorism.Thorough knowledge of community disaster planning.Thorough knowledge of the hazard mitigation process.Applicable knowledge of the Incident Command System and emergency support functions.Basic understanding of FEMA "Lifelines" initiative.Thorough knowledge of County geography and demographics.Thorough knowledge of department programs and services.Organizational and public speaking skills.```{=html}
