  HOURS OF WORK : 9:00am – 5:30pm (7 ½ hours)

  This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

  SUMMARY :

  The Grants Management unit develops the capital and operating assistance grant programs for which available federal financial assistance is required by the MTA. The Deputy Director, Grants Management position exists to ensure that the appropriate requirements and regulations are understood and met, the necessary applications are filed, and appropriate procedures are followed in order to obtain and effectively utilize maximum available federal capital and operating assistance. Oversees a team that supports this function.

  RESPONSIBILITIES :

  Identify all sources of federal funds available for transportation construction and operation.

  Coordinate activities within MTA HQ and the agencies in relation to the selection and programming of federally funded projects/programs.

  Prepare requests for funds including preparation of applications and substantive justifications where necessary for federal grants. Advise MTA agencies on federal procedures and requirements to assure compliance and optimize use of funds to avoid unnecessary burdens.

  Assist the Director of Capital Funding Management in managing relationships between MTA and officials at the Federal, City, State, and local level.

  Assist the Director of Capital Funding Management in negotiations with high level officials of funding agencies in relation to the obtaining of transportation funds.

  Work with the Director of Capital Funding Management in liaising with designated Metropolitan Planning Organization (MPO) and its committees with respect to MTA’s program.

  Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  Other duties as assigned.

  KNOWLEDGE, SKILLS, AND ABILITIES

  Demonstrated experience to synthesize financial, engineering, legislative, and other information and present coherently to senior management, the MTA board, operating agencies and outside entities.

  Attention to detail.

  Excellent communication and interpersonal skills.

  Excellent organizational and presentation skills.

  Demonstrated ability to work with all internal levels within a given organization, including senior management.

  Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  Demonstrated ability to work in a high-profile, high-pressure environment effectively.

  Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

  Demonstrated analytical capabilities and quantitative skills.

  EDUCATION AND EXPERIENCE :

  REQUIRED:

  Bachelor’s degree in public administration, business administration or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree. An advanced degree in a related field may be substituted for a maximum of two years’ related experience; and

  Minimum 8 (eight) years of progressively responsible experience in governmental organizations dealing with public transportation budgeting and/or federal grant management.

  Minimum of 3 (three) years in a department head role in a multi-faceted, organization or governmental body, or a minimum 5 years’ leadership/supervisory experience.

  PREFERRED:

  Master’s degree in a related field.

  Preference given to candidates with specialized and/or technical knowledge of the following:

  Mass transit planning, operations, and financing.

  Specific knowledge of federal requirements pertinent to the obtaining of federal grants.

  Special knowledge of the various organizational structures at the City, State and Federal level and the personnel within each of these structures.

  Knowledge of the Transit Award Management System (“TrAMs”) or a comparable system.

  Attainment of or in the process of attaining P.E. license from New York State.

  Familiarity with the MTA’s policies and procedures.

  OTHER INFORMATION:

  Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

  May need to work outside of normal work hours (i.e. evenings and weekends).

  Travel may be required to other MTA locations or other external sites.

  Requires attendance at meetings including travel to Washington, D.C. and Albany, New York.
