  POSITION DESCRIPTION: Responsible for assisting the Turnpike Enterprise Chief Counsel in the administrative and substantive operation of the Turnpike Enterprise Chief Counsel Office’s legal functions, including advising the Turnpike Enterprise Chief Executive Officer, directors, and all Turnpike Enterprise personnel on legal matters and policy decisions which affect the interests of the Turnpike Enterprise in its day-to-day operations, and providing oversight of the administrative and substantive operation of the Turnpike Enterprise Chief Counsel Office’s legal functions in the absence of the Turnpike Enterprise Chief Counsel, consistent with the direction provided by the Turnpike Enterprise Chief Counsel. In coordination with the Turnpike Enterprise Chief Counsel, this attorney is responsible for providing legal counsel and advice to Turnpike Enterprise staff concerning the negotiation, drafting, and review of contracts, funding agreements, joint project agreements, construction agreements, maintenance agreements, intergovernmental agreements, toll operation agreements, permits, and agreements concerning Turnpike Enterprise right-of-way and real property interests. Responsible for ensuring that legal advice provided comports with the direction and advice provided by the Turnpike Enterprise Chief Counsel and the General Counsel. Responsible for providing input to the Turnpike Enterprise Chief Counsel and Turnpike Enterprise executive staff on matters of statewide significance.

  Responsible for thoroughly researching all state and federal statutes, court cases, rules, and regulations affecting the operations of the Turnpike Enterprise. Responsible for advising Turnpike Enterprise program area offices the attorney is assigned to work with regarding legal powers and duties, how the law affects operations, and the implementation of policies and rules.

  Provides support to Department attorneys representing the Department in claims and litigation against and by the Department, as assigned. Responsible for assisting with public records requests, information requests, and subpoenas, as assigned.

  KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of litigation and civil rules of procedure and practice and Government In the Sunshine Law. Knowledge of the principles and techniques of effective verbal and written communications. Ability to understand and apply applicable rules, regulations, policies, and procedures. Ability to utilize problem solving techniques. Ability to work independently. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with others. Ability to use word processing, graphic presentation software, database, and mainframe applications.

  REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Must be a member of The Florida Bar.

  OTHER JOB RELATED REQUIREMENTS: This position requires overnight travel. This position requires a Level I background check.
