About Deputy Assistant Secretary for Renewable Energy

  Summary The Office of Energy Efficiency and Renewable Energy's Deputy Assistant Secretary for Renewable Energy (DAS-RE) is a key member of the EERE senior leadership team. DAS-RE serves as the most senior official within Energy Efficiency and Renewable Energy (EERE) focused exclusively on renewable power and energy programs, policies, and initiatives, with the aim to decarbonize the electric power grid and offer more choices for affordable, reliable, and clean energy. Responsibilities DOE's Office of Energy Efficiency and Renewable Energy is looking for a dynamic, creative, and experienced executive to serve as the Deputy Assistant Secretary for Renewable Energy (DAS-RE). EERE works to accelerate the research, development, demonstration, and deployment of technologies and solutions to equitably transition America to net-zero greenhouse gas emissions economy-wide by 2050. EERE has three technical pillars: Renewable Energy, Sustainable Transportation, and Buildings and Industry. The Renewable Energy pillar is comprised of four offices: Solar Energy Technologies (SETO), Wind Energy Technologies (WETO), Water Power Technologies (WPTO), and Geothermal Technologies (GTO). The Renewable Energy pillar is a $700M organization that formulates and directs programs designed to increase the production and utilization of renewable energy through RDD&D and technology transfer. The position reports to the Principal Deputy Assistant Secretary and also works with the Assistant Secretary. DAS-RE is supported by the four technology offices and by senior staff who provide expert technical and program management advice. DAS-RE and their senior staff team have responsibilities that include integration of renewable power into the grid; clean energy policies; siting, permitting, and deployment of renewable energy and distributed energy technologies; and establishment of uniform and effective engagement with the National Laboratories. DAS-RE also integrates and coordinates activities among EERE's technology programs, EERE's Golden Field Office, and other DOE offices and Federal agencies. As the Deputy Assistant Secretary for Renewable Energy you will: Establish a forward-leaning vision, set priorities, and develop technical and investment strategies for a national renewable energy program. In this effort, you will direct development of technical content for the Presidential budget requests for renewable energy programs and EERE's grid modernization activities, totaling in the hundreds of millions of dollars annually. Work with office directors in SETO, WETO, WPTO, and GTO to formulate the vision for Renewable Energy programs and direct the identification, development, and analysis of technical programs in the renewable energy field, ensuring that program plans meet the technical needs of the Nation and are complementary to private industry R&D activities. Manage the work of highly qualified technical and scientific program managers and office directors in SETO, WETO, WPTO, and GTO. This includes overseeing complex scientific and market studies and analyses involving senior scientific and managerial representatives from government and the private sector and advising the Assistant Secretary of the findings and associated recommendations. Represent DOE, EERE, and the Assistant Secretary as a senior scientific and management official in meetings with representatives of domestic and foreign governments concerning joint technology programs and negotiate arrangements pertaining to program logic, pace, and funding. Provide leadership in dealing successfully with high-level officials within the Federal Government, state and local governments, Congress, industry, and other stakeholder organizations. Oversee periodic or annual assessments of deliverables, accomplishments, and performance of renewable energy programs in EERE and the National Laboratories. Work with EERE's senior leadership team to formulate DOE and EERE policies. Assure the effective management of Renewable Energy programs, activities, and resources by developing, implementing, and/or monitoring DOE-wide and EERE policies and processes. Work collaboratively with EERE leadership and staff to improve planning, budgeting and evaluation processes, and management and information systems. Provide technical and administrative supervision over subordinate organizations (SETO, WETO, WPTO, and GTO) headed by SES and/or GS-15 or equivalent members and resolve problems stemming from coordination of joint activities between organizations. Provide leadership around thoughtful management of office resources. Work with senior DOE officials and staff to identify and resolve technical, institutional, and managerial issues impacting programs. Determine the financial and personnel resources needed to achieve mission objectives, identify the need for major organizational improvements, develop the requisite plans, and direct implementing actions. Oversee recruitment of senior managers and technical experts necessary to ensure program success. Negotiate with and secure the cooperation of program managers and staff to accept and implement recommendations where proposals involve substantial resources, require changes in established procedures, or may be in competition with other agency priorities. Promote diversity within EERE. Instill a sense of community throughout the organization to create a work environment in which all staff members are fully supported. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period. Qualifications The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative. EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a supplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Describe your experience directing a multi-disciplinary research, development, demonstration, or deployment program that advances renewables and power grid decarbonization, sufficient to provide executive direction to senior program managers on issues including budget, strategic vision and program planning, policy development, and technology assessment. MTQ 2: Describe your experience working with various energy industry stakeholders to solicit feedback, negotiate, or communicate your organization's positions on R&D priorities, national/state/local policies and regulations, market trends, and market stimuli necessary to develop and deploy renewable energy technologies at a rapid pace. MTQ 3: Describe your knowledge of engineering and/or scientific disciplines that underpin renewable energy technologies, the technical and economic challenges of such technologies, and the applications of such technologies in the context of the electric grid, including approaches to commercialization.
