Job Summary
Under general direction, performs financial management work with emphasis on accounting, budgeting, and financial compliance. Manages and coordinates the accounting activities for area of responsibility. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
Directs and coordinates the work activities of staff engaged in keeping accounts and records, preparing reports, recording disbursements, expenditures, accrued and unpaid obligations, and preparing financial statements and payrolls.
Coordinates the settlement of event ticket sales and related financial reports.
Traces and reconciles records of financial transactions.
Manages, trains, and evaluates assigned staff within the fiscal operations division.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
Ensures structure and integrity of accounting system in accordance with the Uniform Accounting System.
Develops and maintains policies and procedures relating to safeguarding the City's assets.
Prepares reports and makes appropriate recommendations to solve problems and improve financial operations.
Coordinates the scheduling of audits and develops methods and strategies for dealing with audit findings.
Reviews and interprets Federal, State, and local financial rules and regulations to insure that the programs conform to the intent of the legislation.
Coordinates with City, State, and Federal Auditors to minimize audit exceptions and any disallowed costs.
Determines the requirements for financial compliance reviews; prepares schedules for periodic compliance reviews of sub- grantee/contractor financial activities and records.
Assists in developing, implementing, and administering accounting systems.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Four (4) years of experience in budgeting and/or accounting experience, including one (1) year of supervisory or lead experience.
Preferred Qualifications
Experience with month-end and year-end close-out processes.
Advanced knowledge of SAP.
Experience with sales report reconciliations.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge of theories, principles, and practices of fiscal management and government accounting.
Knowledge of principles and practices of financial record keeping.
Knowledge of administrative and management principles.
Knowledge of principles, practices and methods used in the development of financial reports.
Knowledge of budget preparation and administration.
Knowledge of Federal, State, and local provisions, regulations, and guidelines pertaining to the utilization of funds.
Skill in utilizing a personal computer and associated software programs.
Ability to operate a computer keyboard and other basic office equipment.
Ability to establish and maintain effective working relationships with co-workers, employees, management, and the general public.
Ability to develop clear, concise, and detailed reports and financial statements.
Ability to communicate clearly and effectively.
Ability to supervise, train, and evaluate assigned staff members.
Ability to analyze complex statistical data.
