The Dakota County Data Practices Management Analyst will work with the Dakota County Data Privacy Officer on supporting several county-wide data management functions. This position will provide logistical support to ensure the County meets its legal obligation to respond to requests made under the Minnesota Government Data Practices Act, manage how the County responds to low-risk data incidents, and conduct routine audits to ensure staff are appropriately accessing information. The incumbent will provide administrative support, as well as serve as a member of, the countywide information management committee. This position will work collaboratively with all County divisions, citizens, County partners and stakeholders. Duties & Responsibilities: These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position s management approved work schedule is required for all positions. Provide administrative and logistical support related to the County s data management program. Serve as a team member of, and provide support for, the Dakota County Data Practices committee concerning implementation of the HIPAA and other data practices compliance issues. Work directly with clients or other requesting entities to fulfill data requests in a timely manner using best practice guidelines in compliance with statutory guidelines as they relate to State, and Federal data privacy laws. Redaction of private and confidential data in compliance with state and federal data privacy laws. Track, investigate, document, and follow through on data privacy incidents within the department. Use technology and electronic data management systems to identify records and information from clients, from multiple state and county computer systems. Provide logistical support for conducting risk assessment audits related to regulatory compliance. Consult and collaborate with the County Attorney's Office or County Data Privacy Officer as needed regarding statutory compliance for records release. Consult and collaborate with the County Records Manager on record retention and data destruction. Conduct internal audits, including auditing of appropriate access to County information. Other duties as assigned. ESSENTIAL JOB FUNCTIONS: Duties 1-11 are essential functions. Knowledge, Skills & Abilities and Work Environment Must Have: Attention to detail. Experience providing administrative support in an office setting. Ability to work independently, under minimal supervision, and as a team member. Ability to communicate and interact with composure, professionalism, and discretion in person or by phone. Ability to collaborate effectively with others across departments without a direct reporting relationship. Ability to organize workload, meet deadlines and set work priorities. Ability to navigate several computer systems, and effectively use MS Office software and Adobe Professional software. Demonstrate an understanding of and respect for the diversity of clients, co-workers, and supervisors, i cluding individuals with a disability, or whose first language may be other than English. Nice to Have: Knowledge of the Minnesota Government Data Practices Act ("Data Practices Act"), the Minnesota Official Records Act, and other laws applicable to County government, including the Health Insurance Portability Accountability Act ("HIPAA"). Ability to implement effective policies and tools, including training and compliance resources for employees. Knowledge of IT and data management best practices as they inter-relate with State and Federal data privacy laws. Experience conducting internal audits of access to systems. LOCATION & SCHEDULE: This is a hybrid position that offers a mix of telework and in-person work at our Administration Center in Hastings, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).
