Primary Role Leads the end to end preparation and development of complex financial analysis and the compliance reporting requirements for multiple states to support state/operational business partners in all rate and regulatory matters. Owns the completion of exhibits, work papers, interrogatories, and writing testimony to sponsor in a timely and accurate fashion. Leads preparing regulatory reports, financial information and operational data necessary for filing complete and timely rate applications and reports to state regulatory commissions. Also provides complex technical solutions and analysis on national issues. Supports the calculation of the revenue requirement with increasing responsibility, from small state rate cases to more complex rate cases, with the goal of final ownership of the revenue requirement. Key Accountabilities * Prepare analysis that supports operational/state business partners in the filing of base rate cases and alternative regulatory mechanisms (DSIC, RAC, trackers, etc). Ensure the financial support is complete, accurate and timely prepared meeting all filing deadlines. * Own the end to end preparation and development of more complex pro forma adjustments that are relied upon to support base rate case requests and alternative regulatory mechanisms. * Prepare accurate rate case support schedules, testimony and exhibits for complex issues. Prepares written testimony (written and oral) and sponsors complex adjustments in rate filings. * Provides technical solutions and analysis on national issues. * Prepares responses to interrogatories for schedules and exhibits they own and assists and mentors other regulatory analysts in their development. * Prepares the revenue requirement calculation. Increases their responsibility from small state rate cases to more complex rate cases, with the goal of final ownership of complex revenue requirement calculations. * Develops and delivers the more complex financial support that is relied upon by Company consultants in areas such as: cost of service studies, return on equity, capital structure, depreciation studies, service company costs, Lead/Lag studies, etc. * Prepares complex filings that respond to requests from the Commission or comply with regulatory compliance requirements from previous Orders. * Analyze utility applications, reports, financial records, and cost studies. * Provides research and comparative analyses of more complex public utility issues, trends and best practices. Knowledge/Skills Detailed and demonstrated knowledge of: * Previous Utility industry experience preferred.* * Economic principles relating to utility rates and cost analysis. * Fundamental accounting concepts and understanding of analytical concepts for financial analysis as well as US GAAP accounting practices. * Data collection, research, statistical and cost analysis. * Business report writing, preparation and delivery of presentations including oral testimony. * Audit, review and analysis of business and financial records. * Execution and analysis using company business technologies and computer simulation programs. * Microsoft Office Suite (MS Word, PowerPoint, Excel) with particular advanced expertise in Microsoft Excel. * Must have the ability to review more complex data and make appropriate decisions regarding public utility operations and to project future costs for controversial issues. Experience/Education * Bachelor's degree in economics, finance, accounting, business or a closely related field or an equivalent combination of education and experience. * MBA in Accounting or Finance preferred. * CPA, CMA or other technical license preferred. * Seven to nine years of pertinent technical experience including specific experience in the regulated industry. * Working knowledge of SAP a plus. Travel Requirements * Up to 20% Work Environment * Standard office environment. Other This is the fully seasoned level of the job family where employees are assigned independent responsibility for gathering and analyzing complex data concerning public utilities and reviewing utility applications and leading and mentoring other colleagues. This includes project management, facilitating meetings, preparing exhibits and testimony, and serving as an expert witness.
