  About the Office of the Inspector General (OIG or Office) Since its creation as the nation's first state-level inspector general's office, the Massachusetts OIG has been at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General (IG) has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government. The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor "...solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, investigation or criminal justice administration." M.G. L. c. 12A, § 2. The Office is organized into 12 business units, operates from two locations, employs approximately 90 staff, and has an annual budget of approximately $9.8 M. The Data Division * The Data Division leads the office in developing sound data governance practices and coordinates the data analysis needs of the Office, ensuring consistency, integrity, security, compliance and availability of data. The Data Division directly supports the Office's mission to promote good government in three primary ways: data acquisition and transformation, data analytics, and data education. In its data acquisition role, the Data Division provides extracts from warehouses and other sources, combines data from independent sources, and identifies new data sources that may be helpful in the Office's work. The Data Division also analyzes data, using exploratory data analysis, statistical analysis, machine learning and visual analytics to uncover potential misuse of government funds and to assist the other divisions in investigations, audits, or reviews. Finally, the Data Division looks for opportunities to educate internal staff to develop core data competencies and makes recommendations to external partners that follow data best practices. The work in the data division is generally project driven, with some transactional work. Staff lead one or more data projects, which can be assigned individually or to multiple staff members. Work products include datasets, internal analytical reports, data visualizations, and dashboards. The Data Division is led by a director and deputy who lead a team of data scientists and data analysts. Data Division staff work in a collaborative environment, both with other divisions and within the division. *Data Analysts: Position Overview: The Data Analyst will collaborate with staff to identify and collect data that is relevant to investigations, studies and programmatic reviews and analyze the data to identify fraud, waste or abuse in the use of public funds. The Data Analyst identifies and collects primary data; assesses the quality of data obtained by the Office; converts and formats data; conducts background research to understand the processes and policies related to the data; performs quantitative and qualitative analyses; and interprets data to produce clear visual data summaries, written analyses, reports, graphics, tables and presentations. Responsibilities include but are not limited to: * Conducting thorough analysis of data using R or Python to identify trends, patterns, and anomalies relevant to investigations, audits or reviews. * Maintaining a high level of integrity and ability to protect sensitive data. * Performing background research to understand project context. * Preparing detailed reports, visualizations, and dashboards using R, Python, and Power BI, to effectively communicate analytical findings to both technical and non-technical audiences. * Collaborating with the team to review division work and strengthen work products. * Participating actively in team meetings and contributing to project planning and strategy discussions. Key Abilities, Skills and Experience: * 3-4 years of experience in data analytics. * Proficiency using R or Python to analyze data. * Experience using Power BI to create dashboards and visualizations. * Ability to offer constructive feedback and be receptive to input from colleagues, fostering a collaborative work environment that encourages open communication and continuous improvement. * Excellent verbal, visual, and written communication skills. * Exhibits initiative by independently researching and addressing issues, applying critical thinking to explore, understand, and solve complex challenges. Preferred Abilities, Skills and Experience Include: * Passion for leveraging data to improve government operations. * Prior experience in a government or public sector role. * Familiarity with Cloud Computing Platforms (e.g., AWS, Azure) and/or Database Management Systems (e.g., SQL, Oracle). * Bilingual abilities. Salary Range: $70,000 to $80,000 Other Position Information: *Full time/Exempt *Hybrid Work Schedule: The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules: 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG's Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse employees to travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary. In addition, the Office provides the employees the opportunity to elect life insurance, long-term disability insurance, deferred compensation savings, tuition remission and pre-tax commuter account plans, along with other programs. This position may be eligible for the federal Public Service Loan Forgiveness (PSLF) program administered by the federal government.
