Summary This position is located in the Architect of the Capitol (AOC), Office of Safety and Code Compliance. The incumbent serves as a Data Analyst and is responsible for collecting data, conducting data and trend analyses, tracking metrics, design flow charts and identifying process improvement opportunities, producing customized reports and presentations, and providing authoritative guidance to OSCC leaders. Responsibilities This position is located in the Architect of the Capitol (AOC), Office of Safety and Code Compliance. The incumbent serves as a Data Analyst and is responsible for collecting data, conducting data and trend analyses, tracking metrics, design flow charts and identifying process improvement opportunities, producing customized reports and presentations, and providing authoritative guidance to OSCC leaders and employees utilizing knowledge gained from OSCC program directors to accomplish the AOC Vision and Mission. Major Duties: Data Analysis and Reporting Coordinates OSCC data collection and analysis, message development and report writing. Contributes to primary data collection and analysis by applying sound analytical concepts and methods to develop a thorough knowledge of relevant data sources and data files and interpret data to determine patterns or trends. Using Six Sigma methodology and analytics, improve the OSCC processes for data collections. Assess jurisdictions and offices current safety trends analyses spaces to accomplish the AOC mission and vision. Works with OSCC and external collaborating colleagues to develop data products, analytics, reports, and documents. Consults with OSCC program directors, internal stakeholders, and data consumers to identify the appropriate data, methodological approach, and design for products to evaluate programs effectiveness and develop predictions for future metrics. Translates complex findings and data into concise, and clear language. Designs presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling with data where appropriate. Organizes, analyzes, interprets data to inform decision makers and drive successful operations and projects. Utilizes data from multiple sources to produce reports and visualizations. Executes cross functional management analysis to identify opportunities to leverage data to identify risk, solve problems, garner organization efficiencies and identify opportunities. Supports organizational goals by calculating key performance indicators identified in the OSCC strategic plan. Prepares briefings, correspondence and effectively articulates report findings. Collaborates with other AOC and OSCC employees, as well as external collaborators, to draw insights from a broad range of data sources, including survey data, digital metrics and more. Supports the validation and verification of available data and assesses its useful to perform required tasks. Analyzes and evaluates quantitative and qualitative outcomes related to data and report requests and OSCC operations and projects. Utilizes results and information gathered through the evaluations to support OSCC leadership and mission-related goals and objectives. Data Coordination and Process Improvement Contributes to improvements in organizational effectiveness and efficiency through coordination of data collection and analysis. Supports leadership team in tracking and updating key performance indicators in the OSCC operational plan and other internal organizational guiding documents. Leads complex, cross-organizational, cross-functional data-driven process improvement projects. Identifies, develops, and implements process improvement best practices, including establishing standards as required. Collaborates with internal and external (both domestic and international) colleagues on small- and large-scale initiatives and projects. Performs a wide range of high-level assignments, typically complex, sensitive, and broad in scope. Provides review, advice and guidance to the Executive Director and Deputy Executive Director on a variety of metrics-related policies, procedures and targets that impact the AOC s workforce and projects safety, Serves as a primary advisor on areas such as key performance indicators, organizational alignment across the AOC, enterprise risk, and internal and external data calls. Projects may involve security-sensitive information and/or coordination with high-ranking officials and require complete confidentiality. Advises OSCC ’s leadership team of requirements for AOC programs and initiatives and makes recommendations for associated efforts. Identifies current and future opportunities for across-AOC to improve metric efficiencies and recommends courses of action. Assesses the need for newly written or modified policies and procedures governing the OSCC’s operations related to areas of involvement and expertise. Works with leadership team and other OSCC employees to develop and disseminate internal policies and standard operating procedures related to metrics. Performs other duties as assigned. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Professional knowledge of methods, techniques, and tools used to analyze organizational and mission performance. These include statistical techniques, as well as comparative, trend, diagnostic, root cause, and predictive methods that deliver key performance information used to inform decisions, actions, communications, and accountability systems. Comprehensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Skilled in effectively expressing information, taking into account the audience and the nature of the information, and making clear and convincing oral and written presentations for a diversity of audiences including government senior leaders, public garden colleagues, and foreign dignitaries. Ability to be resourceful and exercise a high level of initiative, judgment, and commitment to accomplishing work, often under short deadlines, to program goals and results in support of AOC’s mission/vision/goals.
