About Custodial Worker (MVO)

  Summary Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be in a non-pay status for 9 pay periods (18 weeks) from November to end of March. Open to the first 101 applicants or until 01/29/2024 whichever comes first. Responsibilities The duty station for the park is: Kelso or Barstow, CA Performs custodial/janitorial duties: Independently perform the full range of Custodial Worker (Motor Vehicle Operation) duties including the operation and perform minor operator maintenance on light duty vehicles such as pickup trunks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks, which typically have an approximate gross weight of up to 10,000 pounds. Lift and move objects over 50 pounds to load, unload, and move supplies, materials and equipment from trucks, trailers, dollies, etc. Perform duties on ladders and/or scaffolds when required. Provides general labor assistance to others in the maintenance of buildings, grounds, roads, trails, etc. Perform full range of cleaning duties in an assigned area following general instructions on the work to be done. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications This position has a selective factor (SCREEN OUT) that you must possess a valid driver's license by the closing date. You must provide a copy of your driver's license (Photo removed) with your application. To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of the position without more than normal supervision. (SCREEN OUT) Work Practices (includes keeping things neat, clean and in order) Ability to interpret instructions, specifications etc. (other than blueprints) Ability to use and maintain tools and equipment. Dexterity & Safety If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Education There is no substitution of education for experience for Wage Grade (WG) positions. Additional Information Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Moderately heavy physical effort is required when: using ladder and scaffolds to clean walls, ceilings, windows, ceilings fixtures; operating powered equipment; removing cans of or other containers of trash; and occasionally lifts objects weighing over 50 pounds. Working Conditions: Usually works indoors in areas, which normally have adequate, heat, light, and ventilation. The incumbent is exposed to vibration from heavy equipment and to skin irritations from strong cleaning solutions used in stripping floors, etc. Care is required to avoid serious injuries when working on ladders and scaffolds. Grade 2 Custodial Workers usually work indoors, in areas which normally have adequate heat, light, and ventilation.
