Summary As a contract specialist, you will provide acquisition policy guidance, oversight, and support for services and construction acquisitions. Location of position: Public Buildings Service, Acquisition Management Division, Operations Branch-1PQD. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position is 100% remote and can be filled anywhere in the U.S. The selected candidate will satisfy customer needs through the professional placement of Government contracts and will be responsible for the full range of pre-award and post-award functions, e.g., price/cost analysis, negotiation, administration and termination. Examples of duties: Reviews requirements and determines appropriate methods of procurement. Develops procurement plans by reviewing previous history, market conditions and specifications or technical data. Compiles bidders' list from qualified bidders' applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources. Prepares and issues solicitation documents; selects appropriate clauses; ensures clear and complete specifications are included. Performs detailed analysis of bids or proposals received to determine bid responsiveness and responsibility of the offeror. Negotiates prices with the offeror; also reviews and/or clarifies other unclear terms of the offers received including changing delivery dates or otherwise obtaining close conformance to specifications or similar matters. Drafts final contract including standard and specialized specifications and appropriate clauses and requirements. Administers assigned contracts. Monitors contractor performance with applicable laws and with contract terms such as delivery schedules, payment provisions, inspections, etc. Reviews completed contract files to determine that all contractual actions are satisfied, that there are no pending administrative or legal actions to be resolved. Basic Requirements for GS-1102-05 through 12 levels: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception Provision : If you occupied a GS-1102 position at the GS-5 through GS-12 on January 1, 2000, you are considered to meet the basic requirement. You must meet the Basic Requirements (or the exception) listed above and have one year of specialized experience equivalent to the GS-11 level in the Federal service as described below. Specialized experience is defined as experience procuring building services, professional and/or non-professional services, and/or construction using a wide range of contracting methods and contract vehicles (i.e. purchase orders, blanket purchase agreements, etc.). Procurements at this level include: Planning and carrying out routine pre- and post-award acquisition actions; Preparing solicitation documentation incorporating necessary specialized provisions, and drafting the final contract; Evaluating vendor offers for both technical and price/cost factors as well as evaluating bidders capacity to perform/comply with contract clauses and specifications; Planning and conducting negotiations on price, technical requirements, terms, and conditions of the contract; Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses; Analyzing contracting issues and identifying alternative courses of action.
