  Description

  The Contract Manager, Indirect Supply Chain is part of the Supply Chain Contracting and Analytics Team. Contract Manager manages assigned contracting processes for supplies, equipment, andserviceswithin Emory Healthcare Purchasing as assigned by the Director of the Contracting Team with guidance from Senior Contract Managers.

  Contract portfolio Management:Contracts Manager manages assigned portfolio of contracts for supplies, equipment and services in assigned area of responsibility such as commodities, PPI, clinical trials and purchased services. Generates forecast of expiring contracts and proactively plans for each to ensure contracts are renewed or retired at least a month in advance of expirations. Contract Manager participates in assigned Product committee and supports the Value Analysis Facilitator in obtaining information for evaluations and conversion as directed by the Director of the Contracting Team.

  Contract Negotiations:The Contract Manager will take guidance from the Director of Contracting Team and Senior Contract Managers when negotiating with Vendors. Contract Manager evaluates and analyze responses to requests for information, requests for proposals, and competitive bids. The Contract Manager creates and issues requests for information, requests for proposals, and competitive bids as needed. This will include development of specifications and scope of services as appropriate using input from customers and other sources for inclusion in the documents. This will also include ensuring that contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, business unit and corporate policies and procedures are specified within the documents.

  Contract Database:In coordination with the Contacting Teams leadership, the Contract Manager maintains the contracts database by entering new agreements and renewals, and ensure that complete, fully executed contract documents are included with each contract record. Contracts will be maintained electronically and be available by secured access. The Contract Manager will upload all contract related documents including but not limited to fully executed contracts, price files, spend impact analysis, etc documents into contract management system and spend analytic systems.

  Legal Review:Reviews contracts for legal and business terms, facilitates through legal, and follows signature authority rules. With guidance from Contracting Team leadership, identifies agreements that need further reviews from Compliance Office and Office of General Counsel (OGC) to ensure contract/agreement language and requirements are appropriate and complies with Emory University and Emory Healthcare policies and procedures, and federal and state laws, to resolve compliance issues. Ensures contract content supports adherence to healthcare regulatory agency requirements identified as applicable to a particular contract.

  Contract Expense Management : The Contract Manager supports Supply Chain and Contract Team goals to increase contract versus non-contract volume and to increase overall savings while maintaining quality. The Contract Manager maintains a current working knowledge of GPO and Emory Healthcare negotiated contracts. Reports opportunities for standardization and cost reduction via analyzing purchase history, industry benchmarks, contract compliance data and utilization information to the Senior Contract Managers and Director for further review and validation.

  Vendor Management:The Contract Manager investigates and follows-through on contract issues managing all portions of the contract workflow as assigned. Resolves vendor representative issues as needed.

  MINIMUM QUALIFICATIONS:

  A Bachelors degree in business administration, accounting, healthcare administration, supply chain, or a related field, with a strong understanding of contracts and agreements OR the equivalent combination of education, training, and experience.

  5 years combination of healthcare, contract analysis/negotiation/drafting, and/or indirect procurement/sourcing experience.

  A combination of education and experience that demonstrates the required skills and knowledge may be considered.
