　　Overview

　　The primary responsibility of this position is to have management oversight of consumer, residential, leasing collections, loss mitigation, foreclosure, floor plan audit and Other Real Estate functions for Fulton Bank. The incumbent in this position will create and communicate strategies and tactics for the department in its duties, including collection and workout activities and will apply and ensure adherence to all regulatory and legal requirements.

　　Responsibilities

　　Ensures effective and efficient operation of the Consumer Special Assets focus. Maintains oversight of function managers and their responsibilities for the collection of and workout arrangement for consumer and residential mortgage loans, including foreclosure, repossession and liquidation of assets in order to minimize financial loss for the bank.Establishes goals, objectives and measurement methods for the various functions under Special Assets.Oversees functions' creation, design, enhancement and monitoring of proprietary databases used for workflows including underwriting and tracking loan modification applications, collection and foreclosure activity, bankruptcy notification, Other Real Estate reporting and Dealer Floor Plan auditing and reporting.Makes recommendations for department managers and direct report employees regarding employment, performance ratings, salary changes, promotions, transfers and terminations.Prepares an annual budget and ensures that the department operates within its limitations.Oversees department's development, enhancement and monitoring processes to ensure compliance with regulatory, servicing and legal requirements including federal bank regulations such as Regulation X, Regulation B, Fair Lending, Community Reinvestment Act, Real Estate Settlement Procedures Act, Truth in Lending, Flood Disaster Protection Act, Unfair Deceptive or Abusive Act or Practice Compliance and Bank Secrecy Act. This also includes state laws related to collections, foreclosure and judgments, as well as Government Sponsored Enterprise requirements for serviced Fannie, Freddie and Federal Home Loan Bank Mortgage Loans.Develops, reviews and recommends operating policies and procedures. Oversees the proper implementation and maintenance of approved changes.Meets with bank examiners, auditors and management teams to discuss findings and necessary improvements.Serves as a member of Fulton Financial Corporation Asset Quality Review Committee, Fulton Financial Corporation Credit Risk Management Committee, Fulton Financial Corporation Fair Lending Committee. Various Task Forces associated with loan products or services.

　　Qualifications

　　EducationBachelor Degree or the equivalent experience. Specialty: Relevant degree pertaining to the essential duties of this role. (Required)Experience10 or more years management in consumer collections and residential default management. (Required)
