Job Summary/Basic Function:
This position is responsible for the implementation of Boise StateUniversity\'s conflict of interest and commitment policy throughdeveloping, implementing, and maintaining a conflict of interest andcommitment program designed to monitor, respond to, and mitigate therisk identified through conflict disclosures. The position also supportsprograms and processes within export control, undue foreign influence,and research security-related programs. This position is hybrid-eligiblewith the expectation of being on campus 2-3 days per week. Remoteeligibility will also be considered for the right candidate.
Department Overview:
The Office of Research Compliance (ORC) provides assistance to faculty,staff, and students in certain areas of research and some academicactivities to comply with federal, state, and local laws/regulations aswell as certain sponsor requirements and University policies. We areseeking two Conflict of Interest and Export Control Coordinators tosupport the Associate Director of Export Controls and Controlled Data onsignificant university projects. This position is hybrid-eligible withthe expectation of being on campus 2-3 days per week.
Level Scope:
Recognized subject matter expert who knows how to apply theory and putit into practice with in-depth understanding of the professional fieldwith limited oversight from managers. Independently performs the fullrange of responsibilities within the function; requires deep jobknowledge of areas typically obtained through higher education combinedwith experience. Manages large projects or processes and problems facedare difficult and often complex; analyzes problems/issues of diversescope and determines solutions. May manage programs that includeformulating strategies and administering policies, processes, andresources; functions with a high degree of autonomy. Influences othersregarding policies, practices and procedures.
Essential Functions:
60% of the Time the Position must:
Facilitate Boise State University\'s Conflicts of Interest Program inaccordance with applicable laws and policies. Develops, implements, andmonitors procedures and practices designed to promote compliance withthis program.
Act as the primary university contact for all questions related toBoise State\'s Conflict of Interest and Commitment policy; ensurethe policy is reviewed and updated on a set schedule and asnecessary to maintain compliance with federal and state laws,regulations, and policies.Collaborate with key staff members across multiple divisions toensure questions within the University\'s conflict of interest anddisclosure system are relevant and responsive to state and federalconflict requirements and align with university policy.Work closely with the Office of Sponsored Programs to identify anddisclose conflicts as defined in sponsored project agreements.Provide customer support, education, training, guidance, andtechnical assistance to individuals who are required to submitannual or ad ho conflict disclosures; follow up with staff who havenot completed disclosures to support policy compliance.Review all annual conflict of interest disclosure forms and processidentified conflicts in accordance with university policy, includingthe facilitation and involvement of a conflict committee.Perform conflict of interest and commitment assessments, establishmanagement plans, coordinate committee work, and documentdeterminations with diligence.Apply National Security Presidential Memorandum - 33 (NSPM-33) andpolicies from the National Institutes of Health, National ScienceFoundation, and other government organizations related to financialsupport from and affiliations with international institutions.Support investigations that may arise from or involve conflicts ofinterest and associated disclosures.35% of the Time the Position must:
Support Boise State University\'s export control, undue foreigninfluence, and research security functions in accordance with applicablelaws and policies. Promotes awareness of aspects of conflict of interestand commitment that overlap with aspects of undue foreign influence,research security, foreign travel, cybersecurity, and export control.
Screen entities and personnel, including visitors, collaborators,subcontractors, foreign destinations, and end users according toorganizational procedures and best practices; advise university person
