Department Overview:
The Community Development Manager II coordinates various Community Reinvestment Act (CRA) activities within a defined market to ensure compliance with lending, investment and service guidelines established by the Office of the Comptroller of the Currency (OCC), the agency responsible for enforcing CRA guidelines. Develops and maintains business relationships with community development corporations, housing authorities, consumer advocacy groups as well as federal and state government agencies and local officials. Develops tactics within their market along with local market management to accomplish CRA objectives. Assists with managing regulatory reviews to ensure that Company CRA activities are sufficient to pass periodic compliance tests to enable ongoing operations, acquisitions and other activities to continue. Responsible for documenting the performance context of their market. Performance context documentation is critical to an examiners review of the Companys compliance with the CRA. Ensures own work, as well as the work of any employees supervised, is in compliance with applicable laws, regulations and guidelines, as detailed in policies located on the Company intranet; policies include but are not limited to Fair Lending, Know Your Customer, Bank Secrecy Act and other applicable anti-money-laundering policies.

Job Requirements:
7+ years related experience required
In-depth knowledge of CRA and Fair Lending regulations required, including HMDA and ECOA
Broad knowledge of banking industry, including operations, business needs and requirements of various lines of business
Wide range of CRA-related contacts in state and local government and community organizations required
Sales, persuasion and negotiation skills to represent the Company's interests and come to effective solutions in sometimes adversarial situations
Commercial credit analysis training required, with ability to understand, evaluate and explain complex financial situations
Management skills required, experience preferred
Excellent overall communications skills, with ability to work with a wide range of people
Thorough knowledge of the CRA in order to advise the market on issues
Full understanding of the markets demographic, geographic, economic and political context as well as challenges the market faces under the CRA
Must be eligible for employment under regulatory standards applicable to the position. #hybrid

Job Details:
Manages the CRA function in a large market
Advises local management on strategies and action plans to fulfill their goals under CRA
Develop and maintain solid relationships with community based organizations, political leaders, State agencies and advocacy groups who will support the Company in attaining its goals under the CRA
Review, recommend and refer complex community development loans and investments to the business lines
Conduct training on the CRA to the business lines
May manage Community Development Manager I position
Manages the banks Federal Home Loan Bank Affordable Housing Program (AHP) portfolio, including development and implementation of internal procedures, applications for subsidy, originations, and disbursements, monitoring and maintaining contact with project sponsors
Participates in preparing, interpreting and communicating periodic self-assessments of the banks CRA performance, including: interpreting statistical results, communicating results to bank management and CRA Steering Committee, and recommending adjustments to the business plan
Reviews and updates community development internal training material as it relates to CRA
Reviews branch / store hours as it relates to CRA Service Test results
Reviews products and services as it relates to CRA Lending / Investment / Service Tests and proposes recommendations to business lines
Reviews competitor CRA-related products and services for communication to CRA management and CRA Steering Committee
Performs analysis of peer bank performance as it relates to the CRA
Coordinates implementation and approval process of the banks Non-Profit License Policy
Assists the TD Charitable Foundation with the annual Housing for Everyone grant competition; including recommendation of competition focus, revisions of all pertinent material (internal and external documents and website), development of judging guidelines and implementation timeline
Maintains detailed knowledge of CRA regulations, including the tracking, interpretation and communication of changes to the CRA regulation, regulatory Q&As and interagency rulings
Coordinates and tracks data and report requests to the CRA Data / Operations Center from field staff
