　　ProgramThe Department of Veterans Affairs (VA) established the FinancialManagement Business Transformation (FMBT) program to achieve VA'sstrategic goal of modernizing its financial and acquisition managementsystems. The Financial Management Business Transformation Service (FMBTS)is leading the FMBT program under the Office of Management (OM) to improvefinancial and acquisition services to those who serve Veterans.

　　Responsibilities

　　Deliver communications strategically and proactively with the utilization ofthe ADKAR MethodologyIdentify universal and specific stakeholder communication needsDevelop communication activities to inform and engage identified stakeholdergroups frequently and broadly at all levels to drive awareness,understanding and adoptionDevelop a communication cadence to include: frequency, timing,sequence, and activity information to elicit engagement and drivereinforcementResearch and conduct meetings with stakeholders to finalize thecommunications planDevelop timeline to execute the communications planIdentify the appropriate medium and vehicles of communication to thestakeholdersDevelop tools/templates and draft messagingDevelop metrics aligned to goals/objectives and commitment curveCoordinate with the stakeholdersAnalyze and provide recommendations for feedback received from stakeholdersDetermine needs to coordinate with administrations/offices external to OAL(i.e., VAAA)Deliver content via specific channelsEvaluate the impact and outcomes of the communications

　　Experience with creating communication plans and campaignsExperience with strategic planning and client workshop facilitation;understand the needs of the organization and how a change can meet themStrong core consulting skills, including: excellent communication,writing, analysis and presentation (PowerPoint, Excel)Strong attention to detail, executive presence, and experience in aclient-facing environmentAbility to work autonomously in a fast-paced technical environmentProject Management and Organizational skills: understand all the elementsof making an organizational change, including the change management plan,resources, outcomes, and responsibilitiesAnalytical skills: prepare for change by assessing your resources andconduct research to make informed decisions and action plansResearch: change management tactics and methodologies used by othercompanies to come up with ideas for the company's changes
