NATURE OF WORK
This job entails a myriad of responsibilities and skills. Dispatchersmust be computer literate and versatile. Working with three totallydifferent computer systems. Dispatchers are required to handle heavyvolumes of telephone traffic along with radio traffic. Responsible fortracking numerous Police officers assigned to the shift. Required toscreen calls and triage them as to urgent, priority or routine and mustdeal with all law enforcement agencies via telephone, radio and teletypesystem. Dispatchers will have to perform numerous tasks simultaneouslyoften under extreme urgency. Dispatchers deal directly with the publicat the front desk. Dispatchers must have the ability to cope withextreme pressure from many sources and maintain professionalism at alltimes, must be organized and have the ability to maintain thatorganization in a very volatile and complex environment.
ESSENTIAL JOB FUNCTIONS
Receives all incoming calls for police department and 911 emergencycalls. Operates switchboard for all City calls nights, weekends andholidays. Operates the base radio and maintains contact with mobileunits to dispatch public safety assistance where needed. Monitorsemergency telephones and hotlines from various law enforcementagencies and cooperates with other law enforcement agencies asnecessary.Receives and dispatches telephone emergencies; monitors andtransmits radio communication; broadcasts orders to law enforcementpersonnel, animal control, ambulance, fire, etc.; coordinatesemergency requests; monitors emergency telephones.Evaluates all communications and determines if situation is anemergency, a civil matter or a situation requiring police or fireassistance. Notifies, if necessary, backup units and arranges foremergency equipment as necessary.Operates in-house computer system to retrieve and or documentinformation related to officer=s available, calls received,information on warrants, tag and license information.Monitors alarm systems and responds to malfunctions or activation ofthe equipment. Monitors in station hold up and burglar alarms. Actsas desk clerk in information center for police department. Receives,logs and secures bonds or payment for fines.Contacts wrecker units for service.Operates a teletypewriter: entering, updating and retrievinginformation relating to wanted persons, stolen property, vehicleregistration, etc.; must be able to type, index, log, file, andperform other clerical functions.Monitors garage, reception and other areas.Occasionally dispatches for City electric and water crews onweekends, evenings, or during emergency call outs. Receives and logspayments for utilities when utility office is closed.Responsible for all entries into the NCIC and OLETS computernetworks. Performs other duties as assigned.EDUCATION, TRAINING, AND EXPERIENCE REQUIRED
High school education or equivalent, general clerical work experience ofapproximately two years preferred. Must be bondable. Must touch type 25WPM. Must have experience working with computers and Windows basedsoftware. Applicants may be required to rotate shifts to meet the needsof the department. Will be required to undergo psychological evaluationusing the Minnesota Multiphasic Personality Inventory or the CaliforniaPsychological Inventory.
KNOWLEDGE, SKILLS, AND ABILITIES
Must have successfully completed Oklahoma Law EnforcementTelecommunications Systems (OLETS) and be certified and licensed to useteletypewriter prior to or within 1 year of employment. Must berecertified every 2 years from OLETS.
Must have knowledge of streets and geographic features in com unitywithin 3 months.
Must pass test in radio broadcasting procedures and rules, departmentpolicies and procedures and other law enforcement procedures within 4months.
Ability to teletype, knowledge of computers and perform general clericalskills including typing skills.
Ability to maintain effective working relationships with a variety ofemployees.
Ability to handle money, prepare receipts, and keep records.
ENVIRONMENTAL CONDITIONS AND SAFETY CONCERNS
This is an office environment with few concerns relative to hazardsother than with clients that visit the police department who might beexposed to communicable diseases (bodily fluids).
