  TheBureau of Environmental HealthChildhood Lead Poisoning Prevention Program (CLPPP) is seeking a dynamic and motivated individual to fill the role of Code Enforcement Lead Inspector. CLPPP was established for the prevention, screening, diagnosis, and treatment of lead poisoning, including the elimination of sources of poisoning through research and educational, epidemiologic, and clinical activities as may be necessary. CLPPP provides a range of both primary and secondary prevention services to the children of the Commonwealth of Massachusetts, their families and others with an interest in the prevention of lead poisoning. In order to accomplish the fundamental goals of identifying lead poisoned children and ensuring that they receive medical and environmental services as well as preventing further cases of lead poisoning. CLPPP has developed linkages with a wide array of professionals and programs that provide services to children. CLPPP also provides coordinated and comprehensive clinical case management. The Code Enforcement Lead Inspector inspects homes for lead hazards and enforces the Lead Law for lead poisoned children and other children under age six. The position also responds to complaints and conducts routine audits of private inspections across the state, including to complaints about illegal de-leading and fraudulent/faulty compliance documentation. Investigation includes field inspections to determine compliance with regulations and reviewing private inspection records/files. Investigations will require data analysis and input as well. The Code Enforcement Lead Inspector will determine the appropriate public health response needed to complaints as well as any disciplinary responses in accordance with protocols. This position will also coordinate and/or provide training and technical assistance to local health departments and code enforcement personnel in all aspects of enforcing Ch. 111, ss. 189A-199 and 105 CMR 460.000. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Conduct field inspections of dwellings, day care centers, and other settings for lead hazards as necessary. Investigations include standard inspection procedures as well as investigation for atypical exposure sources. * Counsel parents and monitor the de-leading process; coordinate with owners and other agencies to provide safe alternative housing during de-leading, as needed. * Perform title searches and initiate court proceedings in cases of non-compliance. * Prosecute cases of non-compliance in district and housing courts, both independently and cooperatively, with program supervisors and Special Assistant Attorneys General. * Write clear comprehensive reports on all violations, complaints and inspections; maintain a filing system of active records and reports. * Enter all required information into electronic database including uploading and maintenance of complete electronic file for all investigations in accordance with policies and procedures. * Provide training and technical assistance to local boards of health, code enforcement departments, housing authorities, and other relevant stakeholders on environmental regulations including but not limited to lead inspection. _Required Qualifications:_ * Demonstrated familiarity with the use of measuring and testing equipment used in environmental protection work. * Ability to analyze and determine the applicability of environmental data, to draw conclusions and make appropriate recommendations. * Capability to understand and apply the laws, rules, policies and procedures governing assigned unit activities. * Skill to work independently and adapt to varying work situations. * Talent to establish and maintain harmonious working relationships with others. * Proven ability to communicate effectively in verbal and written expression. * Ability to read, understand and interpret documents such as plans, equipment operating manuals, specifications, layouts, blueprints, test results, technical manuals, etc. _Preferred Qualifications:_ * Valid MA Lead Inspector license. * Extensive travel in Massachusetts is required; a valid Massachusetts Class D Motor Vehicle License and/or access to a motor vehicle is preferred. * Experience enforcing Sanitary Code. * Experience inspecting or visiting occupied housing. * Dedication to eradicating health disparities for children and all citizens of the Commonwealth. * Ability to work in a fast-paced and evolving environment. * Skill at conflict resolution. *WORKING CONDITIONS:* * This position is predominantly field - based in a variety of occupied housing stock. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
