The Position
Clinical Program Planners perform and supervise a variety of planning and analytical functions in support of clinical programs and activities within divisions of the Department of Health and Human Services, including quality improvement, program design, policy and procedure development, program evaluation, research, contract and grant development and administration, strategic planning, and training initiatives.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
The Division of Child and Family Services (DCFS) is recruiting for a Clinical Program Planner 3 position statewide. Clinical Program Planners perform and supervise a variety of planning and analytical functions in support of clinical programs and activities including quality improvement, program design, policy and procedure development, program evaluation, research, contract and grant development and administration, strategic planning, and training activities. This position will be working within a multi-disciplinary program responsible for expansion of home and community-based services for youth birth to age 21 statewide. Clinical Program Planners in this program will be responsible for training and technical assistance; systems development, support and evaluation, data coordination, reporting and analysis to inform strengths and needs of the Children's Behavioral Health System and to adjust services provided by this program to strengthen services. Duties of this position include the leading and oversight of: a comprehensive training and technical assistance plan for youth with complex behavioral health presentations; direct training and technical assistance to internal and external children's behavioral health providers; development of policy relevant to a training and technical assistance plan including data collection, analysis, and reporting; data review and development of applicable improvement plans; engagement and communication plan with external partners and stakeholders; and research and monitoring of funding sources. The position requires licensure in Nevada as a Clinical Professional Counselor, Clinical Social Worker or Marriage and Family Therapist issued at the time of appointment and as a condition of continuing employment. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Master's degree from an accredited college or university in a social science or health related field, which included clinical intervention coursework, and four years of professional experience in a mental health or intellectual disability service delivery setting including work as a clinician and in program evaluation and/or program planning. One year of the required experience must have included supervision of professionals; OR an equivalent combination of experience and education above the master's degree level.Special Notes

Licensure in Nevada as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Clinical Professional Counselor or Licensed Psychologist is required. A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
