Actalent is currently seeking a qualified Civil Engineering Technician for a consultant position with Bonneville Power in Vancouver, WA.
This position will support the Transmission Transport Engineering (TELF) organization at Bonneville Power Administration (BPA). This position will provide technical support to engineers, project managers, and other technicians in the design of assigned civil engineering projects (outside the substation fence) and verify conformance to all institutional, city, state, and local regulations, as well as BPA standards. This support includes preparing or revising engineering drawings and designs for transmission line access roads and preparing design specifications for the construction or reconstruction of access roads, bridges, and culverts, evaluating transmission line impairments, and developing drawings and specifications for correction. This position will also assist
engineers in field investigations, special studies, estimating projects, construction inspection, and specification development as requested.
Responsibilities Include:
With oversight and approval from the BPA Manager or other authorized federal personnel:
Provide technical support on civil site development to design engineers, project managers, and other technicians for BPA manager-approved projects. Gather civil infrastructure information in the field in the form of measurements and photos for various road, bridge, culvert, and site projects.
Support preparation of comprehensive final design packages for transportation engineering projects, including: the repair and construction of access roads, hydraulic and fish passage culverts, bridge designs, and/or other civil design elements. Provide final design packages to BPA manager for review and acceptance.
Support the assessment and evaluation of transmission line impairments by developing drawings including profiles, cross sections, maps, and survey staking data for inclusion in design packages.
Review and assess design packages, including drawings, material certifications and submittals for compliance with all applicable policies and regulations (i.e., BPA, state, city, and local agencies).
Collaborate and work closely with the Contracting Officer’s Representative (COR) and/or Contracting Officer (CO) to review deliverables and designs produced by contract service providers to validate deliverables are in accordance with contractual specifications and requirements and are technically correct.
Perform field investigations, special studies, estimating projects, and construction inspection and specification development as needed.
Review and update access road design standards, drawings, and specifications.
Assist BPA manager or Federal team lead with various administrative duties, such as producing and organizing engineering records, documenting the organization’s processes, and recommending or analyzing performance metrics.
Participate in weekly status meetings with the BPA manager and other personnel. Status meetings may be held to provide specific task and timelines, review the status of same, provide feedback and course corrections as needed, and adjust task priorities.
Travel to remote areas of the BPA network to assess and recommend design solutions for problems associated with vehicle and equipment access to BPA towers.
Draft, prepare, revise, and distribute design drawings, engineering technical documents, and data bases to support civil design projects or other assigned work on various computer platforms including Geographic Information Systems (GIS), MicroStation, and ProjectWise.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Qualifications:
A degree in engineering, mathematics, computer science or a closely related field is preferred.
1 year of experience is required with an applicable bachelor’s degree.
5 years of experience is required without a degree or applicable degree.
Experience must include specific civil engineering technician experience and demonstrate a wide range of project tasks.
Civil design and drafting skills.
Certified training or combined knowledge/experience in MicroStation or AutoCAD.
Proficiency required with Microsoft Office Suite (MS Word, PowerPoint, Excel, and Outlook) and Microsoft Windows.
Demonstrated experience reviewing and evaluating design packages (including drawings, material certifications and submittals) for conformance to the design specifications and standards.
Disseminating technical information in writing and orally to outside agencies.
Preferred Skills & Experience
Experience developing low volume road and road feature (i.e., culvert, bridge) designs and specifications is preferred.
Experience developing project cost estimates.
Experience in Bentley MicroStation Civil CAD software, OpenRoads is a preferred.
Experience using Geographic Information Systems (GIS) data, ESRI preferred.
Knowledge of Culvert sizing and Bridge design.
Experience in Bentley ProjectWise.
