Summary You will serve as a CIVIL ENGINEER (STRUCTURAL) in the Business Directorate, Design and Construction Division of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will analyze structural needs to determine types of facilities or systems most suitable to meet specific structure requirements. You will compose technical correspondence to communicate A-E designs, plans, and objectives to management officials, staff, and customers. You will advise staff on correct implementation of facilities project management processes to achieve optimal results. You will analyze all planned facilities to identify discrepancies and inadequacies in structure systems and performance for conformance with U.S. construction standards and requirements. You will advise on solutions to problems encountered during the design and construction. You will discuss project information with customers to assess their needs. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying mastery level knowledge and skill in applying, advanced theories, concepts, and principles of professional civil engineering to serve as a regional engineering point of contact /recognized subject matter expert for design and construction projects; 2) Applying new developments or experimental theories in structural engineering to problems not readily treatable by conventionally accepted methods; 3) Applying engineering skills to effectively assess customer's requirements and develop innovative solutions; 4) Demonstrating in depth knowledge of civil/structural engineering specifications, criteria and policy, industry codes and standards, and standard practices design; 5) In depth knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting civil/structural engineering design throughout the area of responsibility, including but not limited to the United States, and other areas as assigned by the DoD; and 6) Knowledge of related architectural and engineering fields and their associated impacts as related to structural engineering design.(NOTE: Your answer must be supported by information in your resume.) There are occasional factory visits, and exposures to conditions in building and facilities that are under construction. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
