Job Title: City Clerk
Reports to the Salida City Council. The position is also responsible forinterdepartmental coordination to prepare for city council meetings. Providesinformation and support to all department heads related to City records,licenses and meetings of the City council. Direct supervision of one staffmember who serves in the capacity as the Deputy City Clerk and Municipal CourtClerk.
Duties: Regular, predictable, and dependable on-site workplaceattendance is an essential function of the job.Coordinates with Department Heads and City Attorney to prepare meetingagenda and packets formeetings and work sessions of the City Council. Attends evening meetings andkeeps official recordof proceedings of the Council meetings. Reviews packet materials for accuracyand completeness.Maintains public meeting calendar and posts public notices and meetingschedules for the CityCouncil.Manages the process to issue City licenses for arborists, liquor,marijuana and tobacco, includingapplication review, background checks, sending the Fire Department andPolice Department inspection sheets when an application is received,obtaining required approvals based upon requirements and collecting fees.Ensure all documents approved by Council (Ordinances, Resolutions,Agreements) are properlysigned, distributed and filed.Ensures compliance with records retention policy.Processes open records requests.Ensures codification of all ordinances.Coordinates all City elections with County Clerk or independently, whennecessary. This includesreviewing petitions for initiatives, referendums and recall. Meets alldeadlines required by thePage 2Colorado Statutes.Coordinates with County Clerk for City elections, including review ofpetitions for initiatives,referendums and recall.Maintains good working relationships with the media.Articulates actions and official positions taken by the City Council, asthe governing body, in pressreleases and/or interviews with members of the press. However, as thedesignated election official,this position will be removed from making public statements about positions onballot questions.Regularly updates the website, which includes properly adding referencedocuments, writing andposting informational articles, maintaining information about electedofficials and other general updates / maintenance.Oversees the operation of the Municipal Court in cooperation with theMunicipal Judge.Supervises the Deputy City Clerk/Municipal Court Clerk.Ensures department provides public assistance at the counter and bytelephone to answer questions and provide information.All responsibilities outlined in the Colorado State Statues and the SalidaMunicipal Code.Oversees the operation of the Short-Term Rental Program that is managed bythe Deputy Clerk/Municipal Court Clerk, including applications,renewals, Occupational Lodging Taxes and Short Term Rental compliance,utilizing software and reviewing complaints received.Other duties and special projects as assigned.
Requirements:Must be at least 18 years of age; must pass background check and drugtest; must have drivers license; must have high school diploma or GED;must have at least 3-5 years work experience. Self-directed, detail-orientedprofessional who works efficiently and independently and alsocollaborates with co-workers. Must work well with the public and diverse typesof people, have strong customer service and verbal / written communicationskills. Must be able to follow written and verbal directions, solveproblems, handle multiple priorities, work under deadlines, and makesound decisions. Must have a general understanding of office technology andproficiency with PCs, the MS Office suite of products and Acrobat required.Must possess solid understanding of the legal process and the ability tointerpret and explain the Salida Municipal Code.
Wages and ho often paid:Pay is $74,906.00-$112,360.00 annually; depending upon experienceand/or qualifications;paid bi monthly.
