Position Overview
The Illinois Department of Children and Family Services is seeking anorganized, professional, and results oriented individual to serve asResidential Monitor Floater. Under direction, this position will provideexperienced professional child welfare services involving IGH/ILO/TLP(Independent Group Homes/Independent Living Operations/TransitionalLiving Program) programs for children and youth with special needs andyouth in the process of transitioning to adulthood. The position willreview and evaluate programs to ensure they are able to meet theindividual needs of children and will review and assess the overallquality of all IGH/ILO/TLP providers through the use of data andprofessional observation. This position will serve as a floaterthroughout the region and will monitor IGH/ILO/TLP programs to ensurecompliance with the DCFS contract and program plan. Job Responsibilities
1. Serves as Residential Monitor Floater.
2. Monitors and assesses IGH/ILO/TLP programs to ensure compliance withthe DCFS contract and program plan, as well as compliance with standardsregarding appropriate clinical capacity, admission requirements, andoverall performance.
3. Reviews management reports regarding therapeutic residentialtreatment centers and ILO and TLP providers and recommends and monitorsquality improvement plans and corrective action plans, advising on anddirecting implementation of appropriate corrective action.
4. Synthesizes IGH/ILO/TLP data collected from all sources into aregular comprehensive assessment of each agencys outcomes.
5. Prepares and maintains necessary documentation for evaluatingtherapeutic residential treatment centers, ILO, and TLP providers.
6. Performs other duties as required or assigned which are reasonablywithin the scope of the duties enumerated above.
Minimum Qualifications
Requires a masters degree in social work, psychology, counseling, orother related human service areas, including, but not limited toeducation or special education.
Requires f ve years of progressively responsible professionalexperience, including at least two years of demonstrated experience ininteracting and negotiating, primarily on an independent basis, withother systems of services (mental health, developmental disabilities,substance abuse, specialized medical, special education) to ensure thatchildren with special needs gain access to such services, with suchexperience having been in directing services for children in clinicalsettings for children OR two years of supervisory experience inproviding services to special needs children in a state or private humanservice agency.
Specialized Skills: Of the previously noted 5 years of experience,requires that the experience involve working with children/youth in alicensed residential facility.
Preferred Qualifications
1. Licensure as a Clinical Social Worker (LCSW).
2. 6 years of experience in a public or private organization applyingextensive knowledge of the principles and practices of public childwelfare administration and organization.
3. 6 years of experience in a public or private organization applyingextensive knowledge of the application of social work principles,methods, procedures, and techniques, with a special emphasis on servingchildren with special needs.
