The Child Care Wage Specialist provides leadership utilizing data, community engagement, and other technical assistance to create a wage scale for early childhood professionals and support the implementation of other policies that increase compensation in an effort to recruit and retain members of the early childhood workforce. Building off the wage scale developed by the Great Start for All Minnesota Children Task Force, the position will lead the process for determining and implementing recommendations for hourly and annual wages and benefits varying by role and career lattice steps and other comparable competencies.
Responsibilities include:
Provide leadership and direction for efforts to increase the supply of available high quality child care in Minnesota with a focus on policy and program development that supports the recruitment and retention of early childhood professionals through a Child Care and Early Education Wage Scale.
Advise and consult with and promote collaboration between federal, tribal, state, local agencies and the public regarding the compensation, recruitment, retention and/or expansion of the child care workforce to support sound policy development; facilitate effective program integration; and increase public understanding of cross-sector alignment and support.
Implement systems and strategies as directed in grants/contracts so they comply with department policies and federal and state laws and regulations; address the needs of agencies and organizations contributing to increasing the supply of high-quality child care with a focus on increasing the child care workforce; address the needs of diverse cultural and linguistic communities; and achieve Federal and State agency objectives.
Minimum Qualifications
3 years of specialized professional child care services experience within Minnesota demonstrating the following:
Knowledge to analyze, interpret, and assess impact of federal and state legislation, rules, policies and procedures
Knowledge of the child care industry and the child care workforce
Highly developed communication (written and verbal) and interpersonal skills with the ability to present complex and sometimes controversial information in a comprehensive manner
Strong skills and experience in project management, including writing goals, tracking deliverables and performance measures needed to achieve desired goals and outcomes.
Experience with program development/defining and implementing new programs.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures
Knowledge of wage and compensation policy for the child care and early childhood workforce or other workforce sectors.
Knowledge of Minnesota’s human service delivery system, including all children’s programs, sufficient to understand the interrelationships between the counties, tribes and the state human services agencies and the nature of the services they provide.
Experience with performance management or continuous improvement processes within complex systems
Knowledge of the business side of child care and how child care is an economic engine for communities
Experience leading efforts that result in significant change to systems, policies or programs
