Summary The Chief Programs Officer is the strategic and operations leader responsible for ensuring that JFCS meets current and emerging needs in the Jewish and broader communities through the design and delivery of high-quality person-centered services. Along with the CEO and other agency leaders, the CPO will identify and select growth opportunities that build on the agency s strengths and strive for continuous improvement. The CPO is the driver of JFCS strategic planning, from development through implementation and measurement, and will lead the planning process for the next agency strategic plan in 2024. The CPO plays important roles as leader, supervisor, and coach that contribute to high levels of staff engagement and retention. The CPO is responsible for nurturing an organization-wide commitment to measuring and tracking progress toward strategic goals, along with frequent and transparent reporting to staff and the board. This role also has responsibility for institutional fundraising, including prospecting, proposals, and reporting for government contracts and foundation and corporation grants. The CPO collaborates with the CFO on budgeting and financial management for the agency s 30 programs. Essential Functions/Approximate Time Leadership for Programs (50%): Support and coach program directors to sustain and increase success in program delivery. Lead program directors in implementing the JFCS strategic plan and serve as a resource for development of individual program/department strategic plans. Lead and direct the collection, review, and use of data to drive planning and decision making related to programming. Identify and cultivate opportunities for sustainability and innovative growth through enhanced, new, or expanded programs. Improve processes and coordinate procedures for optimized efficiency and productivity in balance with client satisfaction and staff engagement. Fundraising, Compliance, and Financial Management (20%): Manage institutional funder relationships and involve other staff as appropriate. Lead institutional fundraising, including prospecting, proposals, and reporting for government contracts and foundation and corporation grants. Nurture strong collaboration between program staff, the Grants Manager, Development staff, and the CFO to ensure alignment of programming, financial, and fundraising activities. Supervise and collaborate closely with the Grants Manager, including co-writing and editing proposals and applications. Identify and engage new foundation prospects. Maintain and improve systems and procedures to ensure co pliance with funders requirements, including preparation of progress reports. Monitor revenue and expenses, manage operations in light of revenue and expenses, and make budget recommendations to CFO. Actively participate in donor relations through annual fund and annual benefit solicitations. Strategic Planning, Data, and Outcomes (15%): Provide leadership, vision, and framework to develop, revise, improve, and implement agency strategic goals. Lead activities to ensure the availability and use of helpful data to support continuous improvement of our services and optimization of our fundraising. Develop and implement systems for collecting data, measuring progress, and communicating results to various stakeholders. Cultivate agency-wide participation in strategic planning and tracking progress, ensuring that strategic plans are useful and integrated into regular workflow and decision making. Support and coach agency staff to define clear goals and measures of success, collect and analyze data, evaluate outcomes, and develop and implement strategies for continuous improvement. Executive Leadership (15%): Serve as a member of the Executive Leadership Team (ELT), helping assess and develop the agency s strategic path, develop and assess agency policies and practices, cultivate staff engagement, and nurture an organizational culture that is consistent with JFCS values. Co-lead ELT with the CEO and other C-level staff. Participate in and lead agency committees, task forces, and training. Actively participate in relationship building with various stakeholders within and beyond the agency, helping to cultivate JFCS as a thought leader and trusted strategic partner. These functions may include making presentations to small and large groups.
