Background :
DAI is seeking qualified candidates for the position of Chief of Party ( COP ) on the anticipated 5-year USAID-funded Advancing Commerce, Connectivity, and Exports Leading to Economic Readiness for Accession to the EU “ACCELERATE” Activity , designed to advance European Union (EU) market integration and accession for countries throughout the E&E region. This activity will include meeting the Copenhagen economic criteria for EU accession by way of four critical technical areas: Trade Facilitation, Access to Finance, EU Accession, and Investment Transparency.
While the COP’s location is TBD at this time, it will likely be based in one of the sub-regions (Western Balkans, Caucasus, and/or Ukraine-Moldova).
* Please note, this full-time position is contingent upon successful award of the EU ACCELERATE Activity to DAI and USAID approval of the selected finalist.
Position Responsibilities :
The COP’s responsibilities will include, but are not limited to the following:
Primary Contractor liaison with the COR as it relates to all aspects of the Contractor’s responsibilities.
Manage Contractor’s responsibilities regarding central reporting, financial issues, and central meetings.
Provide overall vision, management, and strategic leadership to the Activity.
Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context.
Supervise and empower all personnel.
Effectively communicating in large public settings, as well as with senior government officials.
Communicate and manage relationships with USAID Mission POCs personnel on USAID projects in the field as well as with other donors and partners.
Ensure that managerial, administrative, and financial procedures comply with USAID policies and procedures.
Minimum Qualifications :
Master’s degree or equivalent in business, economics, finance, international development, or related field.
A minimum of ten (10) years of experiencemanaging a multi-country USAID-funded economic growth or economic governance activity, preferably in the E&E region.
Previous USAID experience and knowledge of EU Accession regulations highly preferred .
Project Management – Previous experience managing:
Bilateral or regional buy-ins to advance EU market integrationand accession.
Multi-country, complex, and dynamic projects covering various economic growth disciplines.
Direct project management experience with one (1) or more of the following:
Regional Trade Facilitation; Access to Finance/Alternative Financial Products; Business Enabling Environment policies and processes (including through digitization and e-governance); and Investment Transparency.
Excellent diplomacy, interpersonal and leadership expertise with the ability to manage high-level relationships and complex regional dynamics.
Proven ability to form collaborative and lasting relationships with intergovernmental, government representatives, and other key stakeholders.
Exceptional operational and leadership expertise to successfully oversee multiple tasks and priorities simultaneously, and to motivate and grow a dynamic team.
Experience and familiarity with the E&E region highly preferred .
