The Work You Will Do:
This position serves as the Bureau Chief of Economic Self-Sufficiency and will direct, supervise, plan and coordinate unit staff in the policy development and program activities of the Weatherization Services Program and Low-Income Housing Energy Assistance Program and Community Services Program. Responsibilities also include coordination of program activities with other State and Federal programs and assists Division management in carrying out specific projects for the Division.

The Bureau of Economic Self-Sufficiency (BESS) assists Florida’s low-income populations in overcoming and alleviating workforce barriers to economic self-sufficiency through an array of community-based programs and services. BESS contracts with 38 agencies that include Community Action Agency’s (CAA’s), local government, non-profits, and a state government agency.

Your Specific Responsibilities:
The person in this position serves as the Bureau Chief of Economic Self-Sufficiency and will direct, supervise, plan and coordinate unit staff in the policy development and program activities of the Weatherization Services Program and Low-Income Housing Energy Assistance Program and Community Services Program. Responsibilities also include coordination of program activities with other State and Federal programs and assists Division management in carrying out specific projects for the Division.
Prepares and revises rules and administrative policies for the operation of the Weatherization Services Program and Low-Income Housing Energy Assistance Program and Community Services Program.
Prepares legislative budget requests, budget projections and budget information to meet request from with the Department and Legislature.
Prepares weekly, quarterly, and annual progress reports on program performance.
Develops and implements evaluation mechanisms for program efficiency and effectiveness.
Serves as staff support for the Weatherization Assistance Program Assistance Advisory Council.
Provides technical assistance to recipients and to staff monitoring all programs. Supervises and conducts personnel evaluations of program staff.
Supervises operation of computerized grants administration system.
Develops conferences and workshops for program providers on procedures and contract management requirements.
Performs related work as assigned by the Division Director.

Demonstrated ability to develop and interpret fiscal reports and to track financial expenditures in multiple units/programs.
