  POSITION SUMMARY

  Manages and develops clinic and community-based behavioral health service programs providing care to adults and children with serious mental illness and/or substance use problems. Responsible for the management of clinical staff and provider network agencies related to these programs. Supervises and has clinical management oversight of all clinical and prevention services/programs (e.g., adult and child community support, prevention, supported employment, alcohol and drug use treatment, provider network, Health Care Homes, and clinical/medication services). Responsible for coordination and assurance of compliance, financial performance, productivity, HR, facilities management, and technology initiatives when related to clinical service delivery.

  ESSENTIAL DUTIES AND RESPONSIBILITIES

  The essential functions include, but are not limited to the following:

  • Assists with compliance for all applicable licensure, certification and/or accreditation requirements in all clinical programs.

  • Ensure CCBCO requirements are met, and outcomes identified by DMH.

  • Develops and implements community outreach programs. Identifies human and funding resources and assists in coordination and partnerships.

  • Interfaces with community partners to identify needs, issues, requirements and opportunities for services and funding sources.

  • Coordinates with CFO in the preparation of the agency operating budget and oversight of the fiscal operation in all clinical programs and corresponding team budgets.

  • Leads and oversees all clinical, medical, and prevention services offered by Tri-County and assures clinical quality, compliance, and financial performance of those services.

  • Directly supervises and leads Clinical Directors, Medical Director, Director of Nursing/HCH, and Clinical Managers, as assigned.

  • Oversees and directs Healthcare Homes program.

  • Supervises, develops, and evaluates all clinical program managers and/or directors, as assigned, in the performance of their duties. Approves disciplinary actions and terminations (in concert with HR Director and CEO) and makes hiring decisions for persons supervised.

  • Serves as part of the Executive Team and assists Chief Executive Officer in communicating with the Board and appropriate committees and state and local councils regarding policies, procedures, and outcomes.

  • Ensure that 988 and mobile crisis meets the standards set by DMH. Will be available for consultation and back up as needed.

  • Assists as liaison to regional and state DMH office and directs activities of the staff to ensure coordinated service delivery for DMH supported programs.

  • Maintains positive image of the agency, demonstrating professionalism and integrity when interfacing with resources and community contacts outside of the agency. Maintains knowledge of agency technology programs and/or systems needed to perform the role effectively.

  • Assists in the identification and applications in response to RFPs and/or grant opportunities.

  • Assists with contracts and revision of contracts for providers including rates, compliance, and accountability.

  • Provides oversight of substance use treatment programs (ASAM, treatment Courts and SOR program) and providers.

  • Assists clinical teams with issues regarding facility, equipment, and technology needs.

  • Manages and supervises provider network agencies, including clinical performance, budget, client care, and contract compliance.

  • Other duties and/or responsibilities may be assigned by CEO.

  MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

  Education/Certifications:

  • Master’s Degree required

  • Clinical Licensure (e.g., LPC) required

  Experience Required:

  • 7+ years of position-related experience required.

  Required Knowledge:

  • Basic knowledge of Microsoft Office Suite (Word, Excel, Power Point).

  • Prior mental health and/or substance use knowledge required.

  • Strong knowledge of clinical best practices in behavioral health.

  • Prior healthcare technology software experience preferred.

  Skills/Abilities:

  • Excellent oral and written communication skills; ability to present healthcare information in an understandable manner to both individuals and groups as needed.

  • Strong interpersonal, communication and collaboration skills.

  • Strong clinical assessment skills, terminology, diagnoses, and best practice knowledge required.

  • The ability to develop various presentations, trainings and programs on various clinical topics
