JOB REQUIREMENTS: Job Description POSITION PURPOSE: Under the generaladministrative management of the Director of City Development,supervises the Building Division\'s activities including heating,plumbing, electrical, and building permit issuance and compliance withall applicable codes and ordinances. This position provides assistancewith code enforcement and inspection as directed/required by theDirector of City Development. Essential Duties ESSENTIAL DUTIES: Act asthe supervisor of all city inspection services and be responsible fortheir efficient operation. Oversee the daily operations the BuildingDivision staff and the inspection/enforcement of plumbing, electrical,mechanical, structural, zoning and nuisance abatement codes andordinances including , issuance of permits and certificates, review ofconstruction plans, inspection of buildings/structures, investigation ofunsafe building conditions and determinations of violation conditions.Examine premises for which permits have been issued and make necessaryinspections to see that the provisions of the law are complied with andthat construction is conducted safely. Enforce all laws relating to theconstruction, alteration, repair, removal, demolition, equipment, useand occupancy, location, and maintenance of buildings and structures.Ensure the removal of illegal or unsafe conditions, necessary safeguardsduring construction, and adequate facilities required by any applicablecode or ordinance in existing buildings and structures. Performneighborhood inspections and enforce provisions of this city code andordinances. Investigate complaints of violations related to cityregulations, codes, ordinances and all provisions of the WisconsinAdministrative Code. Prepare correction notices, stop work orders andcitations. Oversee code revisions in coordination with other citydepartments. Establish departmental policies and procedures, conductspecial surveys and investigations and prepare reports as necessary.Provide testimony in city-initiated legal cases and lawsuits against thecity; provide expert testimony in civil cases regarding city codes andordinances; train and prepare staff in proper court room techniques forpresenting testimony. Maintain public records and files keeping allnecessary records and providing data on construction within the city.Ensure inspectors maintain current certifications in compliance withstate requirements for enforcement and inspection related to buildingcodes and regulations, and registration and licensing of contractors.Provide assistance and technical guidance related to codes andregulations to inspectors, architects, engineers, contractors, home andbusiness owners.
