Work Unit:
Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; and Leadership & Organizational Development.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS’ program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

About this Position:
This position serves a critical function for the Colorado Benefits Management System (CBMS). It oversees role-based access within the system to comply with agency segregation of duties policy as well as works closely with county security administrators and agency program staff to maintain access profiles. This position reviews CBMS functions and works with agency/county stakeholders to develop and implement controls with the goal of minimizing opportunities for fraud and security lapses.
Summary of Responsibilities:
CBMS Application Security:
Continuously strive to improve CBMS application security processes.
Design and maintain CBMS application profiles based on system enhancement projects, help desk tickets, recommendations from counties, etc., based on segregation of duties.
Research projects by build month via reading the BRD and TDD to decide if changes should be placed in existing profiles or if a new profile is needed.
Reach out to the program area as needed for input on expectations as to how profiles should work.
Attend CBMS project elicitations and other walk-throughs as needed.
Audit and enforce CBMS security best practices as defined in the Best Practices and Security Workbooks.
Provide as needed training to state and county users on how profiles should work and changes be requested.
CBMS Application System Access Support:
Resolve service desk tickets and emails related to System Access.
Communicate/provide guidance for County Security Admins regarding questions, issues and upcoming CBMS project system enhancements.
Facilitate bi-monthly meeting for County Security Administrators.
Attend and speak to CBMS application security changes in monthly Knowledge Transfer calls.
Provide necessary training and serve as a backup for access requests.
Maintain CBMS Application Security Documentation:
Maintain Best Practices, Security Workbook, State employee access templates, Security Profile and User Type documents.
When appropriate, contribute to project documentation in regards to new or revised security access changes
Cross train on job functions within the team to provide back-up as needed, and for continual learning and collaboration
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Bachelor's Degree in related field (e.g, Computer Science, Information Technology) AND Two (2) years of CBMS business process experience required.

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred BA in Information Technology or Computer Science.
Experience in Health Facilities Data Analytics.
Experience in Healthcare Security and Privacy Compliance.

Excellent communication and collaboration abilities.
Ability to manage and prioritize multiple project tasks in a high-pressure environment to meet deadlines.
Ability to work in an unstructured environment, effectively managing time, logical problem-solving and analytical skills with demonstrated attention to detail.
Exceptional leadership and communication skills to foster collaboration and engagement.
Proven track record in change management.
Ability to adapt to changing healthcare technology landscapes.
Experience successfully managing projects specifically adhering to strict timelines and budget constraints.
Specifically, preferred experience previously managing IT projects.
Strong interpersonal skills with the ability to effectively engage and communicate with diverse audiences, various levels of the organization, and individuals with different technical abilities.
Conditions of Employment:
A pre-employment background check will be conducted as part of the selection process (to include reference checks).
The position may be required to occasionally travel in-state to downtown Denver and to Statewide CDHS Health Facilities
Must be able to work remotely with technology capacity i.e. Office, reliable internet connection.
Follow the direction of CDHS leadership and Covid requirements that are subject to change
Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
