  Open to the general public and any current Municipal employee.

  This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

  DEPARTMENT: Project Management & Engineering

  HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

  LOCATION: 4700 Elmore Road

  Example of Duties

  The primary function of the Capital Program Development Coordinator is to oversee the annual process of creating the Public Works six-year Capital Improvement Plan for capital road, drainage, traffic, and pedestrian safety projects. The position is the primary public contact for potential capital projects and prioritizes each identified need. The position is responsible for initiating projects into the program and by maintaining a project database of all projects throughout the development process. The role also includes being the principal Public Works liaison with the Anchorage area Alaska State Legislators. The position also manages the Special Assessment District program. Fulfilling these roles requires excellent written and oral communication skills, working collaboratively with Public Works Directors, and other internal and external agencies. Public speaking is required to present information to community councils, improvement district public meetings, and other bodies as requested occasionally. Utilizes knowledge of Microsoft Office applications, especially Excel, and databases to enter projects and funding needs into the capital budget lists, and grant funding request platforms.

  Minimum Qualifications / Substitutions / Preferences

  High school diploma, GED, or equivalent and eight (8) years of professional Urban planning experience, which includes one (1) year of Urban Planning experience with the Municipality or the equivalent elsewhere.

  OR

  Associate’s degree in Urban Planning, Landscape Architecture, Statistics, or a related discipline and six (6) years of professional Urban Planning experience, which includes one (1) year of Urban Planning experience with the Municipality or the equivalent elsewhere.

  OR

  Bachelor’s degree in Urban Planning , Landscape Architecture, Statistics or a related discipline and four (4) years of professional Urban Program Planning e xperience, which includes one (1) year of Urban Planning experience with the Municipality or the equivalent elsewhere.

  OR

  Master’s degree in Urban Planning , Landscape Architecture, Statistics or a related discipline and two (2) years of professional Urban Planning, which includes one (1) year of Urban Planning experience with the Municipality or the equivalent elsewhere.

  Additional Important Information

  Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

  Military Service Interview Preference :

  Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

  Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
