Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.Transfer:For 52.6 , 70.1, or 70.4 transfer to a(n) Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. Duties Description Analyze/Design/Monitor LGSA IT Procedures• Collaborate with PDHD Auditor 2 and other stakeholders to analyze, define, develop, document and communicate new or existing procedures to address the IT needs of LGSA units/staff including:o Hardware and software rolloutso Staff onboarding/offboarding/transferso System testing• Work with CIO and LGSA units to ensure LGSA’s technology and systems are operating effectively to meet the changing business needs of LGSA• Monitor access to LGSA shared storage and communication groups (active directory, Teams, email groups)• Develop and maintain in-depth knowledge of LGSA IT processes• Update documentation and provide training/support as needed• Meet regularly with LGSA staff and unit representatives, CIO representatives, and other OSC divisions to identify and address improvement opportunities, risks, initiatives, and emerging issues• Work on special projects as neededLGSA ServiceNow & Email Monitoring• Monitor LGSAHelpDesk mailbox• Submit ServiceNow requests and incidents as needed • Follow up on requests and incidents as directed by the Auditor 2• Provide guidance to increase LGSA staff competency for self-service in ServiceNow• Respond to any technical requests• Route emails to appropriate business unitsTroubleshooting• Work with LGSA staff, CIO, and Administrative Services to identify issues and address • Identify trends and proactively work to solve issues• Conduct research as needed• Work with Regional Office Administrative Assistants to coordinate logistics for various technology rollouts
Additional Comments Additional Information: • This position is open statewide. The position can be assigned to the Albany Central Office or one of our Regional Offices (Binghamton, Buffalo, Glens Falls, Hauppauge, Newburgh, Rochester, or Syracuse).• The position may include occasional and optional travel to Regional Offices and periodic in-person visits to the Central Office at 110 State Street, Albany, NY, if not already assigned to that work location.Desired Competencies:• Strong organizational awareness. The candidate must have a working knowledge of the job duties of all LGSA units.• Demonstrated ability to consult with LGSA and CIO staff to ascertain and document processes.• Ability to work collaboratively and independently. The candidate must be able to establish positive working relationships with Regional Office staff, Central Office staff, and CIO staff.• Strong communication (written and verbal), customer service, problem solving, organizational, analytical, and leadership skills.• Experience translating technical requirements into non-technical guidance and procedures.• Ability to handle multiple and competing priorities.• Ability to learn new technology applications and systems.• Strong work ethic and positive attitude.• Experience diagnosing and resolving customer-reported IT issues.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
