  Description of Job

  About the work unit:

  The Administration (Admin) Division Fiscal Unit exists to provide financial and administrative management services at two levels, to the department as a whole and to the Administration (Admin) and Disease Control and Public Health Response (DCPHR) Divisions.

  Department wide fiscal and administrative management/oversight including travel, state fleet vehicles, real estate leases, legal services, utilities, indirect cost recoveries and statistical distribution. These are unique duties as they cross all divisions totaling approximately $20M annually.

  Division fiscal and administration management and support to 800+ employees within the Administration and DCPHR Division including: financial analysis, planning, directing, coordinating and monitoring of fiscal, grant, performance and management activities, including the direct control of budget, financial, accounting and purchasing management functions totaling approximately $300M annually.

  What you will be doing:

  Responsible for a wide array of fiscal responsibilities on an assigned and variable portfolio, to include budget planning and execution, fund balance tracking and forecasting, accounting, monitoring, reporting, and managing all monies for assigned branch programs/grants. Must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs.

  Provide budgetary and financial support to all levels of unit management, assists in their achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB)and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned. Responsible for analyzing budget and policy trends and assessing and projecting budget needs for programs/line items assigned to the position. This requires ongoing budget and program expertise in all aspects of these programs. Must analyze federal and state government legislation, regulation, and statutes in order to advise program managers to make budget and policy recommendations.

  Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  Option 1: Experience

  Six (6) years of full time professional experience in budget analysis, budget development and implementation, cost accounting, grant accounting, or similar financial administration experience, and must have included budget execution and analysis.

  Option 2: Combination of Education and Experience

  Graduation from an accredited institution with a bachelor's degree in accounting, business, business administration, finance, public administration, or closely related field AND (2) years professional experience in budget analysis, budget development and implementation, cost accounting, grant accounting, or similar financial administration experience, and must have included budget execution and analysis.

  A master's or doctoral degree in accounting, business, business administration, finance, public administration, or closely related field from an accredited college or university will substitute for the degree requirement on a year-for-year basis.

  Preferred Qualifications:

  CORE experience; knowledge of and experience with the Colorado Operations Resource Engine (CORE) or similar governmental systems;

  Prior budgeting experience in a large organization with budget amounts of $50 million or greater

  Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants and funding streams;

  Prior experience in using spreadsheets, word-processing, relational databases;

  Strong time and project management skills, including prioritization and multi-tasking ability

  Prior public sector experience in budget development, implementation, formulation, execution and analysis

  Conditions of Employment:
