This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Team Leader and a Senior Budget Analyst for the Military and Interagency and International Services - Installation Support Branch programs of the Seattle District, U.S. Army Corps of Engineers. Responsibilities Responsible for performing program planning, budgeting, analysis, and reporting for a wide variety of functional elements and funding sources. Develops systems, methods, and procedures for the financial management of direct programs and customer reimbursable work. Furnishes expert advice and recommendations for innovative approaches and solutions for improvement of budget management and operations. Responsible for the technical quality of the Budget Analyst team's work (approximately 4-5 employees), giving assignments and instructions to team members. Specialized Experience: One year of specialized experience which includes experience in ALL of the following areas: (1) Develops budget information in a financial management system; (2) Advises team members on budget information; AND (3) Adjusts budgets in coordination with Project Manager and with comparison of actual obligations/expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
