Summary This position is located in the Office of the Chief Financial Officer in the Budget Formulation and Appropriations Division of OJP and is responsible for managing budget formulation operations for programs spanning criminal and juvenile justice-related science, statistics, and programmatic areas. The incumbent is also responsible for research, analysis and advisory assignments related to OJP's budget development process. Responsibilities (The duties described reflect the full performance level of this position) Administers the formulation of budget justifications and requirements, such as reductions or increases in budget authority. Interprets and assesses the impact of new and revised Congressional legislation on the formulation of budgets, and recommends new methods and techniques of budgeting and forecasting long-range. Reviews, analyzes, and revises budget requests and justifications from all of OJP's program and business offices, including recommending approval or disapproval of requests. Prepares written justifications for a consolidated budget that includes substantive programs that support DOJ and OJP priorities. Consolidating budget proposals and estimates into a budget document that reflects the balanced, multi-year funding needs of OJP. Interprets call for budget for internal agency programs in light of congressional regulations, directives, and policies in accordance with Office of Management and Budget (OMB), Treasury Department, and Congressional regulations, directives and policies, Prepares substantive instructions and guidance for use in developing an integrated budget for major national agency programs, Participates in setting objectives with senior managers to meet short and long term budget needs of the organization's programs and assists in establishing activity schedules to meet planned objectives. Supports the development of, coordinates the presentation of, and presents annual and long-range budgets for the substantive and supporting administrative operating programs covering all echelons and components of OJP. Reviews and evaluates presentation materials and addresses agency priorities and objectives in the budget documentation. Provides guidance and direction to OJP's Bureau and Office components on all phases of budget formulation and presentation. Prepares and presents budgetary briefings for the Assistant Attorney General as required in order to defend OJP's budget programs and requests. Attends congressional hearings and prepares informal notification documentation to advise OJP Bureau and Office heads of potential changes in legislation. Qualifications Minimum Federal Qualification Requirements: Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience equivalent to the GS-12 include preparing budget formulation estimates and justifications for major substantive programs; preparing written consolidated justifications for a national program and compiled material for program and resource enhancements; analyzed major program changes and projected budget, and prepared detailed data-driven studies; developed strategies and responses to defend an agency's budgetary request and programmatic requirements to Congress; directed budget formulation for an entire agency and implemented new strategies to improve budget formulation policies and practices.
