Visit www.cdc.gov Responsibilities As a Budget Analyst you will: Perform complex budget development, formulation and/or execution functions for substantive HHS programs or administrative budget areas. Monitor, review, and reconcile commitments, obligations, reimbursable orders, etc. Assure that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Identifies issues and provides recommendations for resolution of complex problems. Work with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets. Recommend reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and legislative mandates. Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins. Provide authoritative interpretation, advice and assistance to program managers and budget staff. Identify opportunities and recommend process improvements to the budgetary processes, policies, and procedures. Formulate budget estimates for multi-year programs. Track progress of agency appropriations through Congress. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship required. Qualifications Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: researching and interpreting laws and regulations governing control of funds to ensure funds are properly certified and categorized, applying legislative and regulatory policies, and communicating with senior level leaders/staff within an organization to provide information and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Remote: This position has been designated as remote-local and: Only allows remote work for applicants/employees within the local commuting area of the worksite Atlanta, Georgia as determined by the HHS OpDiv/StaffDiv Office. This position is eligible for inclusion in the Bargaining Unit. If the duty station is finalized in Atlanta, Georgia employees in this position will be represented by the American federation of Government Employees (AFGE), Local 2883, (BU Code- 1872). If selected, you will be required to sign a Workplace Flexibilities Agreement that details remote working conditions and expectations in accordance with the HHS Workplace Flexibilities Policy.
