  Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Behavioral Health Interdisciplinary (BHIP) Program Team Lead position is located at the Michael E. DeBakey VA Medical Center (MEDVAMC), a Complexity Level 1a Facility that provides extensive primary, secondary, tertiary, and quaternary care in outpatient, inpatient, residential, and community settings. MEDVAMC, a multi-site medical system, includes a very large medical facility in Houston, Texas, and eleven Community-Based Outpatient Clinics. MEDVAMC is an academic medical facility with significant teaching and research programs across its inpatient and outpatient services. The incumbent formulates and directs the operations for the BHIP Care Coordination Team to provide services for Veterans and their families in accordance with the mission of MEDVAMC by establishing priorities for work to be performed and directing available staff resources accordingly. The Supervisory SHIP Program Team Lead provides administrative coordination and clinical leadership to a multi-disciplinary treatment team and must be licensed at the Advanced Practice. As the Supervisory BHIP Program Team Lead, the incumbent assists in planning, establishing, and implementing policies and procedures as well as monitoring, operating, evaluating, coordinating, and observing the interdisciplinary staff of their assigned program. The interdisciplinary team is comprised of a combination of approximately 18 Social Workers, LPCs and RNs. The incumbent will serve as a member of the Care Coordination leadership team. The incumbent will assure multi­disciplinary staff under her/his supervision are aware of and adhere to all current directives and handbooks of the Veterans Healthcare Administration, meet current Joint Commission standards, CARF Standards, State licensure standards, and VA-OIG oversight requirements. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishments of objectives and adherence to standards set by governing bodies. Responsibilities include development of short- and long-range goals and plans; development and implementation of policies and procedures to ensure that plans are carried out and goals are met; administrative and programmatic resource management; and monitoring outcomes using a data-driven assurance process. Decisions made affect staff and other resources associated with the programs managed and are made exercising very wide latitude and independent judgment. The program managed is a substantial component of Mental Health Service. The Supervisory BHIP Program Team Lead demonstrates an ability to expand clinical knowledge in the profession, provide consultation and guidance to colleagues, role model effective clinical practice skills, teach or provide orientation to less experienced clinicians, and develop innovations in practice interventions. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Mental health experience, including evaluation and treatment planning; supervisory experience; experience creating policies and Standard Operating Procedures (SOP); experience with program evaluation and improvement; verbal de-escalation skills, and crisis management skills; strong computer skills, ability to multitask and organize work; ability to work with the interdisciplinary team, including nursing; and work autonomously. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The position requires visual acuity (including depth perception), keen hearing (aide permitted), clear distinctive speech, and manual dexterity in both hands. this position requires potentially long periods of continuous walking (2-4 hours), standing (2-6 hours), stooping, sitting, bending, pulling (1-2 hours), pushing (1-2 hours), lifting (>50 pounds), carrying (>50 pounds). Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/ invasive procedures, or home settings. the incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The ability for rapid mental and muscular coordination simultaneously. the incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Must be able to work closely with others, as well as protracted or irregular hours of work. Must be compliant with the use of ergonomic exercises and employee safety requirements. The incumbent who provides care in home settings or other off-site locations may be required to drive and/ or ride in GSA vehicles.
